About this opportunity
Knox County Housing Authority in Galesburg, Illinois, is soliciting proposals for bathroom modifications to Units 507 and 508 at Moon Towers, with proposals due November 18, 2026 at 2:00 p.m. local time. The project manual names the Knox County Housing Authority as issuer, while the listing's jurisdiction field reads Kendall County, Illinois (FIPS 17093). The source sets no set-aside, preference program, or local-vendor requirement. A pre-bid site visit on November 3, 2026 at 11:00 a.m. is the only time bidders may examine unit interiors.
Scope covers all labor and materials for concrete repair, metal framing, carpentry, gypsum board and joint sealing, tile, resilient flooring, painting, plumbing fixtures, and related work, as detailed in Appendix A and a 14-section project manual. Bidders must price either Option A, which replaces the shower and flooring, or Option B, a full HUD 504-compliant bathroom conversion. Proposals go on company letterhead with pricing and a completion timeline. Electronic plans and specifications are available through the Housing Agency Marketplace beginning October 21, 2026.
The project is subject to HUD General Conditions for Small Construction/Development Contracts (HUD-5370-EZ) and prevailing wage requirements under U.S. Department of Labor General Decision Number IL20260023, Modification Number 2, dated May 18, 2026. Contractors and subcontractors must submit certified weekly payroll on Form WH-347 or equivalent and must accept on-site employee interviews. Required insurance includes workers' compensation with $100,000 per accident employer's liability, $2,000,000 general aggregate general liability, $1,000,000 automobile liability, and $1,000,000 umbrella liability. A one-year warranty on workmanship and materials applies, with liquidated damages of $150.00 per day for delays past the completion date.
Award will go to the lowest responsible and responsive offeror, and the housing authority reserves the right to reject any or all proposals.
