About this opportunity

The City of Jersey City, located in Hudson County, New Jersey, is soliciting bids for the Monticello Court Improvements Project (Project No. 2021-032), a comprehensive site renovation at 254 Monticello Avenue. The procurement involves extensive site improvements, including demolition of existing infrastructure, earthwork, new electrical service installation, and construction of recreational facilities. Specific project deliverables include removing existing pavement, fencing, and concrete surfaces, followed by installing new concrete curbing, basketball and play areas, site furnishings, landscaping, and a flagpole with lighting. The project requires bidders to complete all work within 150 consecutive calendar days from the notice to proceed, with the bid opening scheduled for November 20, 2025, at 11:00 a.m. Bidders must submit a bid guarantee of 10% of the total bid amount (not exceeding $20,000) and provide comprehensive documentation including experience certificates, equipment questionnaires, non-collusion affidavits, and state-mandated forms. Evaluation will focus on identifying the lowest responsible bidder who meets all specified technical and administrative requirements.

The contract appears to have provisions supporting minority and women-owned business enterprises, consistent with New Jersey state regulations. Bidders must comply with equal employment opportunity regulations and business registration requirements. While no specific set-aside designations are explicitly mentioned, the procurement includes provisions encouraging diverse business participation. The project will be funded through the City of Jersey City's budget, with potential unit pricing for additional work such as unforeseen excavation and rock removal. Although no incumbent vendor is identified, the specifications indicate a structured procurement process that prioritizes comprehensive technical capabilities, financial stability, and compliance with local government contracting standards. While a precise budget range is not specified, the detailed specifications and requirement for a 10% bid guarantee suggest a significant capital investment in modernizing the Monticello Court recreational area.
