About this opportunity

The Pennsylvania Department of Transportation, District 5, is soliciting bids for repair of an 8,000-gallon elevated vertical storage tank at Monroe County stockpile 01 in Stroudsburg, with bids due October 8, 2026 at 10:00 a.m., and a mandatory site visit required before bid submission to qualify as a potential bidder.

Qualified contractors must hold DEP certification as an ACVL tank handler to conduct or supervise the repair work — the central eligibility requirement. The scope includes replacing the existing float indicator gauge with a new or approved equivalent, installing a 1/8" stainless steel cable with associated pulleys and clamps, and removing old cable; all modification documentation must be submitted to the Pennsylvania Department of Environmental Protection. The contractor supplies all necessary personnel and equipment.

This is an Invitation for Bids conducted through the Commonwealth's SRM and eMarketplace portal. Bids will be opened publicly at 11:00 a.m. on October 8, 2026 at PennDOT Engineering District 5-0 in Allentown. Award will be made to the lowest responsive and responsible bidder, with the Commonwealth reserving the right to award by line item. The contract commences upon issuance of a fully executed Purchase Order and continues until completion, acceptance, warranty expiration, and payment receipt, with the Commonwealth retaining the right to extend the term up to three months under the same terms and conditions.

Contractors must submit Worker Protection and Investment Certification Form BOP-2201 certifying compliance with Pennsylvania labor and workforce safety laws, Iran Free Procurement Certification (if contract value exceeds $1,000,000), Lobbying Certification, and Reciprocal Limitations Act Requirements form (GSPUR-89) disclosing manufacturer and residency information. Contractors must be registered in the Commonwealth's Vendor Master file. All insurance requirements (workers' compensation, comprehensive general liability and property damage with minimum $250,000 per person / $1,000,000 per occurrence, and automobile liability where appropriate) must be in place before work commencement, with the Commonwealth named as additional insured. One-year warranty required on all work. Contact David Shaffer at 717.439.6193 to schedule the mandatory site visit. Questions must be submitted in writing; responses will be posted as addenda.
