About this opportunity
The California Department of Parks and Recreation issued Invitation for Bids (IFB) S25683086 for the procurement of materials to replace the Mono Lake ADA boardwalk trail, a 740-linear-foot by 6-foot-wide structure located in Mono County. The project requires a complete boardwalk kit composed of fiber reinforced polymer (FRP) composite materials manufactured with continuous ECR glass fiber and vinyl ester resin, featuring 38mm mini-mesh decking with anti-slip surface in 4-foot by 6-foot by 1.5-inch panels. Specific deliverables include 148 joists, 74 bearers and piles, 250 curb posts, 185 decking panels, stainless steel hardware, and brackets necessary to connect all materials to concrete diamond pier foundations provided by Parks. The boardwalk must be engineered for 100 psi live load with 20-foot spans between diamond pier foundations and painted in a two-part fluoropolymer coating (such as Vitreflon or approved equal) in RAL 080-30-26 (Smoked Oak) color to meet strict scenic corridor constraints and withstand the high alkaline and UV exposure environment. The bid submission deadline was May 8, 2026, at 2:00 PM Pacific Standard Time, with public bid opening at the Sierra District Administration Office in Tahoma, California. The anticipated contract performance period runs from May 1, 2026, to April 1, 2027, with notice of intent to award issued on May 11, 2026, and contract award scheduled for May 22, 2026. All bids were required to remain valid for 30 calendar days following the bid opening date, and the successful bidder was required to execute the STD 213 Standard Agreement and return required documentation within five working days of receiving the notice of award.
The procurement does not specify set-aside designations or restrictions limiting responses to particular organization types based on disadvantaged enterprise status. No incumbent vendors or current contractors were identified in the solicitation materials. Bidders were required to notify the State if their proposed solution included any Generative Artificial Intelligence and submit the required STD 1000 GenAI Reporting and Factsheet, with failure to comply resulting in disqualification. The estimated contract value is $499,999.99 for comparison purposes, with all bid prices required to include applicable taxes and other expenses incident to the bid price. The State reserved the right to reject any or all bids and may incorporate GenAI Special Provisions into the final contract based on risk assessment. No formal site visit or job-walk was conducted, and prospective bidders were responsible for self-inspection of the project location.
Opportunity text
Addendum 1 now to include new solicitation packet in its entirety. Contractor to provide materials for the replacement of the Mono Lake ADA boardwalk trail. Boardwalk materials to be composed of fiber reinforced polymer (FRP) composite materials and manufactured using continuous ECR glass fiber and vinyl ester resin. All structural members will have non-woven polyester veil applied during the manufacturing process. Due to strict scenic corridor constraints and a high alkaline and UV exposure environment, FRP materials must be painted in a two-part fluoropolymer coating such as Vitreflon or approved equal and must be RAL 080-30-26 (Smoked Oak) in color. The boardwalk required is 740 lineal feet and 6 feet width outside to outside. Decking required is to be 38mm mini-mesh decking with anti-slip surface and in panels 4 feet by 6 feet by 1.5 inches thick. Bull rail edging to attach flush with outside of decking for total of 6-foot-wide decking surface. Hardware and brackets to be stainless steel and provided in full to connect all boardwalk materials directly to concrete Diamond Pier foundation, provided by Parks, and construct entire boardwalk structure. Due to sensitive wetland environment, spans between Diamond Pier foundations need to be 20 foot and engineered for 100 psi live load.
