About this opportunity

The Housing Authority of the City of Hartford is requesting bids on security and fire systems monitoring, inspection, testing, maintenance, and repair services under IFB 2026-116, with bids due September 3, 2026 at 2:00 p.m. EDT. The Authority reserves the right to make one or multiple awards and will not guarantee minimum work volumes.

The scope encompasses 24/7 monitoring; annual and semi-annual inspections and testing in compliance with NFPA codes and Connecticut Fire Safety Codes; and time-and-materials maintenance and repairs across multiple Authority properties. Services cover alarm monitoring, closed-circuit television (CCTV), access control systems, fire alarm systems, sprinkler systems, and suppression systems. This is an indefinite delivery, indefinite quantity contract with an initial term of three years commencing on or around October 19, 2026, and two optional one-year renewal periods at the Authority's discretion.

Bidders must be properly licensed in Connecticut, demonstrate a minimum of three years' experience in applicable systems services, maintain 24/7 toll-free access, and employ technicians with a minimum of three years' industry experience. The Authority encourages but does not require responses from small, minority, and women-owned businesses; Section 3 compliance is not required.

Pricing shall be submitted on a per-unit, per-month, and hourly basis as detailed in the bid form; all costs must include labor, materials, travel, and ancillary expenses. Cost-plus pricing and subcontractor markups are prohibited. Bonds are not required; insurance coverage is mandatory and must be provided within 10 calendar days of award. Payment terms are net 45 days following receipt of correct invoices. The contract is contingent on continued federal funding availability and subject to an annual expenditure limit established by the Authority Board of Commissioners.

Independent site inspections are required. Written questions are due August 25, 2026 by 2:00 p.m., with a final addendum issued August 27, 2026. No pre-bid meeting has been scheduled. Award will be made to the lowest responsive and responsible bidder, with pricing firm for 90 days following bid opening. Contact Larry Johnson at (860) 723-8439 or bids@hartfordhousing.org.
