About this opportunity
The Oregon Air National Guard at Klamath Falls is soliciting proposals for a Monaco System Upgrade (Fire, Security, and Life Safety Equipment) with a June 25, 2026 proposal due date under a sole-source procurement justified by 10 U.S.C. 2304(c)(1) and DOD FAR Supplement 206.302-1. Only Monaco Enterprises Incorporated (MEI) is eligible to bid; the acquisition is restricted to the original manufacturer and service provider of the existing Monaco D-21 system currently deployed at the facility.
The scope covers Fire, Security, and Life Safety Equipment selected for compatibility with the existing Monaco D-21 infrastructure. MEI will provide factory-trained installation expertise, programming capability for both new and existing equipment, and access to specialized test equipment for system verification and maintenance. The justification asserts that while other manufacturers' equipment may meet technical specifications, no alternative products have been verified compatible with the existing Monaco D-21 system for the specified integration requirements. MEI retains exclusive ownership of proprietary software and does not authorize third parties to modify or extend its software or equipment.
MEI has supplied radio alarm systems to over 300 U.S. Government and civilian sites worldwide over 40 years of operation. The sole-source justification document does not specify contract value, contract term, renewal options, or funding source.
