About this opportunity

The Oregon Department of Forestry is soliciting bids on stormwater system improvements at its Molalla property under ITB PO-62900-00016916, with bids due July 28, 2026, and a mandatory pre-bid conference on July 8, 2026 at 11:00 AM at the project site (14995 OR-211, Molalla, OR 97038). Attendance at the pre-bid conference is mandatory; bidders failing to attend will be rejected. All bids must be submitted electronically through OregonBuys.

The scope encompasses approximately 1,080 lineal feet of new PVC storm drain pipe in sizes ranging from 8-inch to 18-inch, onsite stormwater detention and treatment facilities, stormwater conveyance systems connected to existing City infrastructure, and demolition and repairs to Patrol Street to accommodate an underground stormwater drain system. Work includes roadway excavation, pipe bedding and backfill with compaction, AC trench patching, swale and basin excavation, storm drain structures (manholes, area drains, inlets, bubbler outlets), utility crossings, landscaping, and site remediation. The contractor must obtain all required permits including City Grading/Excavation, City Right-of-Way, Civil Construction/Public Works, and DEQ 1200C permits, and maintain continuous dewatering and erosion control throughout construction.

The project is subject to Oregon prevailing wage requirements for Clackamas County, Region 2 (effective January 5, 2026, amended April 5, 2026) and ORS 279C.800 through 279C.870. A qualifying drug testing program for site employees is mandatory.

The estimated project cost for bonding purposes is $400,000 to $500,000. Bid security of 10 percent of the bid amount is required as a certified check, cashier's check, irrevocable letter of credit, or bid bond. Performance and payment bonds of 100 percent of the awarded contract amount are required upon award. Liquidated damages are $500 per calendar day beyond the substantial completion date of 75 calendar days from Notice to Proceed.

Award is made to the lowest responsive bid from a responsible bidder. Requests for clarification, brand approvals, or protests are due July 21, 2026 at 2:00 PM (Pacific).
