About this opportunity
The County of Orange, Sheriff-Coroner is soliciting competitive bids for comprehensive Mold Remediation Services through Invitation for Bid (IFB-060-2986801-AM-2), with the submission deadline of March 27, 2026, at 4:00 p.m. All bids must be submitted electronically through the County's online bidding system at https://procurement.opengov.com/portal/ocgov, with bids remaining valid for 365 days following the closing date. The procurement encompasses as-needed inspection, testing, cleaning, repairs, and remediation of mold, contaminants, pollutants, and other undesired substances at Orange County Sheriff Department facilities in compliance with EPA Mold Remediation Guidelines, ANSI/IICRC S520 standards, and OSHA requirements. The selected contractor must provide 24/7 emergency services availability across all current and future Orange County Sheriff Department locations and must be capable of responding to emergency requests within one hour with qualified technicians on-site within four hours. Required qualifications include a Class B or C-22 contractor's license, IICRC certification (AMRT, WRT), EPA Lead-Safe certification, current OSHA/HAZWOPER training, a valid D-U-N-S number and UEI number, and evidence of comprehensive insurance coverage with additional insured endorsements. The contract will be awarded to the lowest responsive, responsible bidder based on firm pricing structured as hourly labor rates (differentiated between standard hours and after-hours/weekend/holiday rates), materials charged at invoice cost plus markup, testing fees, permit fees at cost, and specialized equipment rental at invoice cost plus approved markup. Award evaluation will also consider compliance with all technical specifications, security clearance requirements for personnel working at detention facilities, prevailing wage compliance, and the contractor's ability to maintain safety and security protocols specific to correctional facility operations.
The County has established preference policies for County of Orange Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) certified vendors, applying a five percent cost deduction for IFB evaluation purposes, with an additional eight percent preference available for businesses certified as both OCLSB and DVBE. No incumbent vendors or current contractors are referenced in the solicitation materials provided. The contract is structured as a firm fixed-fee agreement with an initial three-year term, renewable for two additional years by mutual written agreement, with no price increases permitted during the initial contract term without documented cost justification and 30 days' advance notice, though all price decreases automatically extend to the County. All contractor personnel working at secured Sheriff facilities must pass background screening and security clearance requirements updated every 12 months and comply with tool inventory controls upon facility entry and exit. The exact contract award value is listed as "To Be Determined" in the model contract document, indicating that the final contract amount will depend on the submitted pricing and anticipated volume of services during the performance period. Payment for services will be made in arrears within 30 days of invoice receipt, with invoices submitted to the Sheriff-Coroner Facilities Operations department.
