About this opportunity

The Florida Fish and Wildlife Conservation Commission (FWC) issued an Invitation to Bid (ITB) for the design, permitting, and construction of a 12-foot by 36-foot modular office building in Collier County, Florida, at 298 Sabal Palm Road, Naples, FL 34114. The procured structure will contain four separate office spaces connected by an interior hallway, based on a Mobile Modular model #MM1933 with specified modifications. Bidders must be General or Building contractors licensed in Florida or Collier County and must register with both the MyFloridaMarketPlace (MFMP) system and SunBiz prior to bid opening. Key deadlines include a mandatory pre-bid conference call on February 13, 2026, at 10:30 AM ET; a written questions deadline of February 19, 2026, at 5:00 PM ET with anticipated responses posted by February 25, 2026; and sealed bid submission by March 4, 2026, at 4:00 PM ET at the FWC's Tallahassee office (1875 Orange Ave. E.). The contract establishes a 90-calendar-day timeline from Notice to Proceed to Substantial Completion, with an additional 15 calendar days to Final Completion, and liquidated damages are assessed at $100 per calendar day for delays beyond Substantial Completion. Bidders must submit detailed documentation including an Experience Questionnaire, Financial Information & Project Supervision form, References, and a List of Subcontractors, along with a 5 percent bid guarantee; for contracts exceeding $100,000, Performance and Labor/Material Payment Bonds equal to 100 percent contract value are required. Insurance requirements include Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Commercial Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation insurance as required by Florida law.

The FWC strongly encourages participation by minority, women, and veteran-owned business enterprises and expects subcontracting opportunities to reflect Florida's diverse population. For bids of $200,000 or greater, contractors must establish or maintain an active office within 300 road miles of the project site and provide proof of prequalification if regulated under specified Florida statutes. For bids of $500,000 or greater, contractors must perform no less than 15 percent of construction work with their own employees and demonstrate successful completion of at least two similar projects within the preceding three years. Progress payments will be made at 95 percent of work completed with 5 percent retainage, and final payment is contingent upon submission of all required completion documents including As-Built drawings, warranties, and proof of equipment operation training. The FWC has established an estimated budget of $99,999 for this project, with an anticipated award date of March 9, 2026. All submissions must be in sealed envelopes with the solicitation number and opening date clearly marked on the exterior, and digital submissions are not accepted; the procurement manager is Elbert Orellana (elbert.orellana@myfwc.com), and use of small unmanned aircraft systems (drones) is prohibited at the proposed project site.
