About this file
This Addendum 1, issued by the Florida Fish and Wildlife Conservation Commission (FWC) on February 19, 2026, provides clarifications and answers to 21 bidder questions regarding Solicitation No. FWC 25/26-77 for the design, permitting, and construction of a 12-foot by 36-foot modular office building in Collier County, Florida. The project involves delivery and installation of a modular office unit with four separate office spaces, construction of a treated plywood ramp and stair system, and site preparation work. The sealed bid submission deadline is March 4, 2026, at 4:00 PM ET, with an anticipated award date of March 9, 2026. A mandatory pre-bid conference was held on February 13, 2026, and any bidder who did not attend will have their submission deemed non-responsive and ineligible for consideration. The contract timeline allows 90 calendar days from Notice to Proceed to Substantial Completion, with an additional 15 calendar days to Final Completion, with liquidated damages assessed at $100 per calendar day for delays beyond Substantial Completion.
Key clarifications in the addendum address site preparation, permitting, design responsibilities, and technical specifications. The FWC will complete all site grading and preparation to tolerance specifications; the Contractor is responsible for calling 811 and conducting GPR to locate utilities and installing ground anchors. The FWC has obtained all regulatory permits, but the Contractor must pull the building permit with the FWC paying all permitting fees. The Contractor must provide a surveyor to set elevations and create as-built surveys, and must coordinate all inspections and submittals through FWC Project Manager David Telesco. The finished floor elevation is 12.80 feet NAVD, with the building pad elevation approximately 10.5 feet NAVD located in flood zone 9.5-foot AH/AE/X with a Base Flood Elevation of 9.5 feet. The modular building width of 11 feet 8 inches is acceptable despite industry standards, and the ramp system must be constructed of pressure-treated wood. For bids exceeding $100,000, a 5 percent bid bond is required; the FWC's estimated project budget is $99,999.

FWC SOLICITATION ADDENDUM 2
BEGIN ADDENDUM
QUESTION #1
Is the Owner claiming Sales Tax Exemption for this Scope of Work?
ANSWER #1
All materials used to build the modular unit and ramp purchased by the Contractor are not tax exempt, however, the completed modular unit and ramp that will be sold to the Owner would be tax exempt.
QUESTION #2
If the Bid is >$100,000, what bonds are required?
ANSWER #2
If a bid is over $100,000 dollars, then a 5% bid bond must be included with your bid package. If it is under $100,000 dollars no bid bond is required.
QUESTION #3
Confirm all site preparation including grading and/or surface scraping of organic materials, leveling to +/- 3” under proposed modular building envelope extending 3’ beyond the perimeter of the final footprint (including proposed area for ramp and stair system) is provided by Owner.
Contractor is to deliver and install purchased equipment (e.g. modular building, ramp and stair systems) atop a prepped and ready site prepared by Owner.
ANSWER #3
All site grading/scraping/leveling for the modular building is to be completed by Owner in advance. If the modular plans provided by Contractor require grading the pad flatter (such as max variation of 3”), then Owner will build up the pad so that the low side (10.0) will be raised to 10.4, or otherwise as required, and grade to the high corner at 10.6. Note that the initial drawings provided had comments that may have been misleading as to the on site grade. Grade across the footprint of the building and ramp area varies about 6 inches at maximum. Note preparation of the pad by FWC does not include preparation for the 4” slab-on-grade landings which will require a bit of scraping (about 86 square feet) for the concrete placement, plus a similar area for the ramp toe where it meets the landing. Note that the ramp and stair system is not a purchased equipment, but rather field framed as seen on attached sheets S-1.0 and S-2.0.
QUESTION #4
Confirm all underground utilities, both public and private, are located and marked above ground prior to Contractor’s installation of required ground anchors within the perimeter of the final footprint (including proposed area for ramp and stair system) is provided by Owner.
FWC SOLICITATION ADDENDUM 3
ANSWER #4
Contractor shall call 811 and perform GPR if needed as to ensure no conflicts.
QUESTION #5
Confirm at least two (2) corners of the proposed modular building will be grade staked with final desired Finished Floor Elevation (FFE) of the proposed modular building will be provided by Owner at least 15 days prior to Contractor’s delivery and installation of purchased equipment (e.g.
modular building, ramp and stair systems).
ANSWER #5
Contractor shall provide surveyor as required for setting the modular, landing, and boardwalk elevations, as well as to create the as-built survey.
QUESTION #6
Confirm Owner is obtaining and paying for all permitting requirements, permits, and associated permitting fees, including but not limited to, Building, Fire, Development/Civil, utility servicing, FEMA certificates, water district and management authorities, impact fees, etc.
ANSWER #6
Owner has obtained all relevant regulatory permits. Contractor shall pull the building permit.
Owner will pay for all permitting requirements.
QUESTION #7
Confirm with whom Contractor should coordinate any required inspections for Contractor’s Work on behalf of all permits pulled/obtained by Owner? It is assumed Contractor is responsible for failed inspection fees and corrections of its Work.
ANSWER #7
All coordination including inspections, submittal reviews, RFI, and pay-app requests shall go through the project manager David Telesco, FWC assistant section leader. Mr. Telesco will delegate further as needed.
QUESTION #8
Confirm material preference for proposed ramp and stair system – solicitation specification 4.3.1 requires “ADA Compliant” per Figure 3. Note, commercial applications, especially for public facilities, suggest pre-engineered concrete and metal systems are superior to site-built wood-framed when considering fire safety, risk mitigation and insurance premiums, durability and maintenance, and lifespan. Specifically, Collier County LDC Section 5.05.08 and/or FBC Building, Chapter 16 (Structural Design) Section 1609 may conflict with Contractor’s interpretation and it’s ability to provide a stipulated firm fixed price. The current solicitation is insufficiently detailed
FWC SOLICITATION ADDENDUM 4
and non-permittable with the stated design criteria and unclear permitting responsibilities coordinated by Owner.
ANSWER #8
The plans have been reviewed for compliance with Collier County LDC Section 5.05.08 by Collier County, SDPA Permit received on January 15th, 2026. The plans have been reviewed for fire compliance by the State Fire Marshal and approved September 11th, 2025. The plans have been reviewed for wind loads by the engineer of record, signed, and sealed October 9th, 2025
QUESTION #9
Confirm desired means and methods via professionally designed drawings (FL licensed architect or engineer, manufacturer’s shop drawings), or provide sufficient ramp and stair details for bidding and construction.
ANSWER #9
For stair and ramp details, please refer to framing and foundation plans and details seen on attached sheets S-1.0 and S-2.0.
QUESTION #10
Confirm source or technical standard for HVAC design criteria listed within Project Specifications
4.2.14 and 4.3.8. If unable to provide such standard or criteria, will an HVAC de-humidification system suffice for Owner’s expectations of actual HVAC performance criteria?
ANSWER #10
The modular plans that are to be provided by the modular building provider that the Contractor selects shall include the MEP plans and energy calculations and shall conform to FBC minimums or better.
QUESTION #11
Confirm Finished Floor Elevation of proposed modular building. Scope of Work Figure 2 shows plan north grade elevation is 12.80.’ Plan south and nearest proposed modular building entrance shows 11.00’ grade elevation. This means there is an approximate 1.80’ grade change/slope over ~20’-30’ as shown in the Figure. Section 4.2 basis of design of the building suggests a required 31” +/- 6” modular building Finished Floor Elevation (FFE) Above Finished Grade (AFG). Bidder’s questions 3, 4, 5, 8 and 9 are materially effected based on the Owner’s response/answer.
ANSWER #11
Please refer to the grading plan on attached C-3.0, FFE is 12.80. The parking area beneath the modular varies from 10.0 to 10.6. Adjusting the grading of the parking lot pad area will be accomplished by FWC prior to construction if required. Please submit the modular building plans for review prior to ordering or mobilization.
FWC SOLICITATION ADDENDUM 5
QUESTION #12
Confirm Contractor is to provide signed/sealed drawings for Building Permit coordination purposes only (actual submission and paying of fees is by Owner) for 1) proposed modular office building, and 2) foundation/installation. All other drawings are to be provided by Owner.
ANSWER #12
Contractor is to submit for building permit the engineered Civil and Structural plans provided (site, foundation and boardwalk) as well as a pre-engineered modular office building plan from their modular building provider. Building Permit fees will be paid by Owner.
QUESTION #13
Confirm nonattendance on the Mandatory Pre-Bid Call Dated 02-13-26 will deem any bid response from a non-attendee as Non Responsive Bid
ANSWER #13
Any person who did not attend the pre-bid conference may still submit a bid but they will be considered non-responsive and will not be considered a legitimate bid for this project.
