About this opportunity

Augusta University is soliciting bids through an electronic Request for Quotes (eRFQ) to establish a contract with one or more qualified suppliers for modular data center equipment and services under Georgia's State Purchasing Act, with bids due November 4, 2021. Georgia Enterprises for Products and Services (GEPS) entities receive an 8% price preference for evaluation purposes, and Georgia-based suppliers receive reciprocal preference under O.C.G.A. 50-5-60(b).

The scope encompasses design, engineering, manufacturing, installation, and server migration for a pre-engineered modular data center system, including hardware, turnkey installation, static uninterruptible power supply systems, rack systems, cooling solutions, custom enclosures, and comprehensive server migration services with cable management for customer-owned devices. A mandatory bidders' conference is scheduled at Augusta University's IT Conference Room in Augusta, Georgia. Written questions are due October 15, 2021 at 5:00 p.m. ET, with responses provided on or about October 21, 2021. The State Entity reserves the right to conduct site visits and request product demonstrations.

The initial contract term is one calendar year from execution, with four one-year renewal options exercisable at Augusta University's sole discretion. Award notifications are expected within three to six weeks after closing. All pricing must remain firm throughout the contract term. A performance bond or irrevocable letter of credit of $6.3 million is required within ten calendar days of award. Required insurance includes Workers' Compensation, Commercial General Liability with minimum $1 million per occurrence, and Automobile Liability with $1 million combined single limit, all due within ten business days of award. Payment terms are net within thirty days of invoice receipt or delivery, whichever occurs later.

The award was made January 6, 2022 to Allison-Smith Company, LLC with a contract value of $7.46 million (primary award). Dell Technologies was the unsuccessful offeror. All protests must be submitted to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual (updated August 2020).
