About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors to establish a Qualified Vendor List (QVL) for utility beds and dump truck bodies for light, medium, and heavy-duty trucks, with or without installation. This Request for Proposal (RFP) aims to create a supply channel for MoDOT to acquire these specialized truck bodies through a multiple-award contract process. Vendors must provide new utility beds and/or dump bodies that meet MoDOT's specific requirements, with pricing to be determined through Price Quote Request Forms (PQF) issued as individual needs arise. The evaluation criteria for vendors is comprehensive, including a 100-point scale that considers base and options costs (50 points), warranty coverage and unit features (20 points), location and past performance of parts/service dealers (20 points), delivery timeline (5 points), and other response information (5 points). The RFP response period runs from January 2, 2024, to January 26, 2024, with vendor questions due by January 12, 2024. The initial contract period will run from contract execution through February 28, 2025, with up to four one-year renewal options, and proposals can be submitted electronically through MissouriBUYS or by mail with five days' advance notice for hard copy submissions.
The RFP encourages participation from minority business enterprises (MBE) and women business enterprises (WBE), with target participation of 10% MBE and 5% WBE. A 10% price preference is available for products manufactured or produced in the United States under the Buy American Act for purchases over $25,000. The contract includes a cooperative procurement option, allowing Missouri counties, cities, and special road districts to potentially utilize the resulting contracts. While no specific incumbent vendors are mentioned, the QVL is designed to create a flexible procurement mechanism that can adapt to market conditions and ensure adequate supply availability across MoDOT's district locations. All deliveries must be FOB Destination with freight prepaid and allowed, and vendors must maintain adequate liability insurance naming MHTC and MoDOT as additional insureds. Although no explicit budget range is provided, the contract structure suggests potential for significant procurement activity across MoDOT's truck fleet, with pricing to be determined on a case-by-case basis through the PQF process.
