About this opportunity
The Missouri Department of Transportation (MoDOT) is soliciting competitive bids for the procurement of sodium chloride prefill materials in both regular and treated formulations through an Invitation for Bid (IFB) issued May 4, 2026. The contract period extends from the Notice of Contract Award through December 31, 2026, with delivery required to 114 salt storage facilities across all six MoDOT districts and St. Louis City. Regular salt must meet minimum 95 percent sodium chloride purity per MoDOT Test Method T32, arrive free-flowing with moisture content not exceeding 2.0 percent, and be sourced from natural rock salt or evaporation/solar production methods. Treated salt must contain minimum 91.2 percent sodium chloride mixed with a Clear Roads qualified corrosion inhibitor (liquid magnesium chloride at specified rates), with moisture content not exceeding 2 percent prior to mixing and 3 percent dried weight reduction after treatment. All material must be delivered in bulk lots with comprehensive documentation including bill of lading, manifest information, material specifications, truck weights, source location, and authorized certification statements. Sampling occurs at a minimum rate of once per 500 tons delivered, with acceptance determinations made by the engineer or engineer's representative at delivery sites. The procurement is evaluated on price-only basis with awards made to the lowest responsive and responsible bidder, granted per county for Central and St. Louis Districts and per location for Kansas City, Northeast, Northwest, Southeast, and Southwest Districts. Bids are due May 19, 2026 at 2:00 PM Central Time, submitted electronically through MissouriBUYS or by mail, UPS, or FedEx; bidders submitting hard copies must notify buyer Nanci.Grannemann@modot.mo.gov at least five business days prior to bid closing. All prefill tonnage delivery must be completed no later than November 13, 2026 for orders placed by July 17, 2026, with extended delivery dates available for later orders, and bidders must maintain minimum delivery rates of 100 tons per day per location.
Participation by minority business enterprises (MBEs), women business enterprises (WBEs), and service-disabled veteran businesses (SDVEs) is encouraged, with SDVE preference available. No incumbent vendor has been identified for this procurement. All bidders must comply with Missouri's Anti-Discrimination Against Israel Act (Exhibit M) by certifying non-engagement in Israel boycotts, with exemptions applying to contracts below $100,000 or contractors with fewer than ten employees. Bidders must also comply with Missouri's Domestic Products Procurement Act (Exhibit N), certifying the point of manufacture for all products and providing detailed certification tables documenting U.S.-manufactured products and any foreign-manufactured products with qualifying trade treaty status. Successful bidders are required to furnish a performance and payment bond equal to 100 percent of the contract price, maintain a bid bond equal to five percent of the bid amount, and obtain liability insurance naming MHTC and MoDOT as additional insureds. Liquidated damages apply for failure to meet minimum delivery requirements of 100 tons per day per location or failure to complete delivery by November 13, 2026, assessed at $250 per day per location or 1 percent of contract price per ton per day of delay. Payment terms are Net 45 on an FOB destination basis. The contract does not specify a total award value or budget range; pricing is evaluated location by location with quantities varying across the statewide network, with MoDOT reserving the right to limit tonnage awarded to any single bidder based on stated capacity and permitting price adjustments for fuel in accordance with attached fuel adjustment documentation.
