About this opportunity
The Missouri Department of Transportation is requesting bids on plant (cold) mix oil material—premix in accordance with detailed material and aggregate specifications across statewide districts, with bids due August 6, 2026. Electronic submission is required; hard-copy bidders must notify the buyer of record, Logan Wilbers (logan.wilbers@modot.mo.gov), at least five business days before closing.
The scope includes premix cold asphalt materials meeting AASHTO standards for liquid asphalt products—medium-curing cut-back asphalt, rapid-curing cut-back asphalt, and emulsified asphalt (anionic, cationic, and polymer-modified). Materials must demonstrate homogeneity with no separation, curdling, or foaming, and must comply with specific viscosity, penetration, ductility, solubility, distillation, and demulsibility testing protocols. Aggregate gradation requirements vary by district: Kansas City District specifies half-inch aggregate with 5.4% estimated asphalt content; Northeast District requires 5.0% asphalt with moisture not exceeding 2% from approved New London and Bethel quarries and mandates premium asphalt oil (MC250) for certain aggregate sources; Southwest District allows 4.5–5.5% asphalt content. All aggregate sources must be from MoDOT-approved quarries with maximum absorption limits of 4.5% on stone ledges and gravel sources.
Suppliers must provide platform scales accurate to within 0.4 percent of net load with calibration certification obtained within one year prior to delivery from the Missouri Department of Agriculture Division of Weights and Measures, authorized local sealers, or commercial scale service companies; suppliers bear all calibration costs. MoDOT reserves the right to reject materials failing to comply with specifications, with suppliers responsible for all rejected material disposal and remediation of contaminated state-owned storage tanks. The contract period runs from Notice of Contract Award through completion dates specified for each line item across MoDOT's six operational districts (Northwest, Northeast, Kansas City, Central, St. Louis, Southwest, and Southeast).
