About this file

This is a specification document for the Missouri Department of Transportation (MoDOT) Statewide Annual Plant (Cold) Mix Oil Material - Premix Invitation for Bid. The contract seeks bids from qualified suppliers to provide plant-mixed cold asphalt premix materials across multiple MoDOT districts, including Kansas City, Northeast, and Southwest regions. The specification establishes detailed gradation requirements for aggregate materials sourced from approved quarries, with specific absorption and moisture content standards varying by district. Kansas City District requires half-inch aggregate with an estimated asphalt content of 5.4%, Northeast District specifies 5.0% asphalt with aggregate moisture not exceeding 2% when sourced from New London and Bethel quarries, and Southwest District allows 4.5-5.5% asphalt content. The contract runs from Notice of Contract Award through completion dates specified for each line item. MoDOT accepts electronic bids as well as hard copies submitted via mail, UPS, or FedEx, with bidders required to notify the buyer of record, Logan Wilbers at logan.wilbers@modot.mo.gov, at least five business days prior to bid closing if submitting hard copy documentation.

The specification document provides detailed percent passing requirements across multiple sieve sizes for various material grades, including crushed stone, porphyry, gravel, and chat, with maximum absorption limits of 4.5% on stone ledges and gravel sources. Premium asphalt oil (MC250) is mandated for aggregate materials from specific Northeast District quarries to ensure proper coverage. No pricing terms, set-asides, incumbent information, or funding source details are included in this specification table document.
