About this opportunity

The Missouri Department of Transportation (MoDOT) Kansas City District is seeking vendors to supply bulk oil products through an Invitation for Bid (IFB605KC25000261) covering motor oils and hydraulic oils for bulk and containerized delivery. The solicitation targets vendors capable of providing 15W-40 lubricating oil in bulk, 55-gallon drums, and various smaller container sizes, as well as 5W-20 and 5W-30 motor oils in quart containers and universal hydraulic/transmission oil in multiple delivery formats. Critically, vendors must be located within 100 miles of Kansas City for bulk oil deliveries pumped from delivery trucks. The bid period runs from August 1, 2024, to August 15, 2024, with bids due by 2:00 PM CDT, and the initial contract term will run from award through July 31, 2025, with up to four optional one-year renewal periods. Awards will be made on a firm, fixed pricing multiple award basis, with orders determined by price, product availability, and delivery capabilities. Evaluation criteria will include pricing, vendor responsibility, and compliance with specified requirements. All delivery costs, including freight and handling, must be included in unit pricing, and payment terms are set at Net 30 days.

The solicitation strongly encourages minority business participation, specifically targeting 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) involvement through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) and Service-Disabled Veteran Business (SDVE) participation is also encouraged. While no specific incumbent vendors are listed, the contract includes provisions for cooperative purchasing, allowing Missouri counties, cities, and other political entities to potentially utilize the contract. The solicitation shows a preference for re-refined products over virgin products, though both will be accepted. Pricing includes provisions for potential cost escalation after the first six months, subject to MoDOT approval, with vendors required to justify and document any proposed increases. Successful bidders must provide Materials Safety Data Sheets, pump meter certification, and may be required to submit product samples for testing. The contract will support multiple MoDOT Kansas City District facilities, with delivery locations and specific requirements detailed in the solicitation documents.
