About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are requesting proposals for a bulk purchase of dump trucks (single-axle and tandem-axle configurations) with proposals due August 31, 2026, and all trucks required for delivery no later than December 31, 2027.

MoDOT anticipates purchasing 45 to 65 dump trucks total. All trucks must be new, current model vehicles fully compliant with Missouri and Federal vehicle weight, dimension, and safety requirements at delivery. The scope includes comprehensive cab and chassis specifications, body builder installations, and optional equipment packages configured for highway maintenance operations including material hauling, trailer towing, and hydraulic attachment operation (snowplows, rotary brooms, sprayers, material spreaders). Detailed technical specifications cover cab and chassis components, electrical systems, hydraulic systems, safety requirements, mud flap design, backup camera displays with pre-approval requirements, front plow hitch assemblies, and tarp design. All pricing must be submitted in whole dollar increments for the base configuration and each optional equipment package; offerors may submit a percent discount off Manufacturer's Suggested Retail Price for components not specified. Contractors must provide minimum five-year or 150,000-mile cab and chassis warranty and minimum seven-year or 150,000-mile engine and aftertreatment warranty, both available through franchised dealers at no charge or deductible.

The contract period runs from the fully executed agreement through one year with no renewal options. Progress payments will be made upon chassis delivery to the body builder, with final payment contingent upon individual truck acceptance by MoDOT. The contractor maintains ownership until final acceptance. Liquidated damages of $50 per day per item apply for trucks not delivered by December 31, 2027 (excluding weekends and holidays).

Evaluation criteria are experience and reliability (5 points), method of performance including specification compliance and delivery capability (55 points), and cost (40 points). Award goes to the offeror providing the best overall proposal. Offerors must be registered in MissouriBUYS. Proposals are accepted electronically through MissouriBUYS powered by MOVERS or by mail (USPS, UPS, or FedEx), with hard copy bidders required to notify buyer Ashten Nichols at ashten.nichols@modot.mo.gov at least five calendar days before the deadline. Email submissions are not accepted.
