About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are requesting proposals for bulk-buy dump trucks (single axle and tandem axle configurations) with proposals due August 31, 2026 at 2:00 p.m. Central Time. MoDOT anticipates purchasing 45 to 65 dump trucks total, with all vehicles required for delivery no later than December 31, 2027. Written questions are due July 15, 2026, with amendments issued by July 22, 2026.

Vendors are not obligated to bid on both single and tandem axle configurations, and multiple chassis manufacturers and body builders may be utilized. The scope includes a 10-foot Western-style dump body (single axle) and 15-foot Western-style dump body (tandem axle) with specified cab, chassis, engine, transmission, braking, electrical, and warranty requirements. Dump body material must be either stainless steel or Corten steel. Optional equipment includes crew cab, heated windshield, snowplow systems, material spreaders, and hydraulic and electrical accessories. Detailed technical specifications for mud flaps, tarp design, front plow hitch assemblies, and underbody scrapers are provided in attachments; the Fleet Change Log outlines specification modifications including corrosion mitigation, upfitter electrical circuits, backup camera displays, and hydraulic function control valve requirements.

All trucks must be new, current-model products compliant with Missouri and Federal vehicle weight, dimension, and safety regulations. Liquidated damages of $50 per day per item apply for trucks not delivered by December 31, 2027 (excluding weekends, holidays, and department work suspension days). Contractors must provide monthly build sheet schedules with projected and firm dates for chassis build, body builder delivery, truck completion, and final delivery to four confirmed MoDOT district locations. Trucks must be pressure washed and delivered between 8:00 a.m. and 3:00 p.m. Monday through Friday with minimum 24-hour advance notice.

Pricing must be submitted in whole dollar increments on a firm fixed-price basis. Proposals are evaluated on experience and reliability (5 points), proposed method of performance including specification compliance and delivery capability (55 points), and cost (40 points). Proposals are accepted electronically through MissouriBUYS powered by MOVERS or by mail via USPS, UPS, or FedEx; hard copy bidders must notify buyer Ashten Nichols (ashten.nichols@modot.mo.gov) five business days before the deadline. Email submissions are not accepted. Contractors must register with MissouriBUYS to be considered for award.
