About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are requesting proposals for bulk-buy dump trucks (single axle and tandem axle configurations) under RFP 0000000342SL, with proposals due July 29, 2026 at 2:00 PM Central Time. MoDOT anticipates purchasing 45 to 65 dump trucks total, with all deliveries required by December 31, 2027.
Proposals must be submitted electronically through MissouriBUYS powered by MOVERS or by mail via USPS, UPS, or FedEx; hard-copy bidders must notify the buyer of record, Ashten Nichols (ashten.nichols@modot.mo.gov), at least five calendar days before the closing date. Email submissions are not accepted. Written questions are due July 15, 2026, and amendments will be issued by July 22, 2026. No pre-bid conference or site tour is scheduled.
The scope encompasses single and tandem axle dump trucks with detailed specifications covering cab and chassis components, body construction, corrosion mitigation, hydraulic systems, and optional equipment including rotary brooms, sprayers, snowplows, and material spreaders. Specifications include stainless steel oil pans, backup camera displays, underbody scrapers, mud flaps, tarp systems, and front plow hitch assemblies. Bidders must submit firm fixed pricing in whole dollar increments for base configurations and each optional item separately. Bidders may utilize multiple chassis manufacturers and body builders to meet delivery requirements and may submit a single price covering all proposed trucks.
Evaluation is weighted as follows: experience and reliability (5 points), proposed method of performance including specification compliance, delivery capability, and district location requirements (55 points), and cost (40 points), with lowest-cost proposals receiving maximum cost points. This is a single-award procurement. The contract period runs one year from full execution. Progress payments may be authorized at MoDOT's discretion, including upon chassis delivery to the body builder and upon completion; final payment is contingent on individual truck acceptance. Liquidated damages of $50 per day per truck apply for deliveries not completed by December 31, 2027. Offerors must complete all required exhibits, including Buy American and Anti-Discrimination Against Israel certifications.
