About this opportunity
The Missouri Department of Transportation (MoDOT) is requesting proposals for bulk-buy dump trucks (single axle and tandem axle configurations) to the Missouri Highways and Transportation Commission under RFP 0000000342SL, with proposals due July 29, 2026 at 2:00 p.m. Central Time and written questions due July 15, 2026. MoDOT anticipates purchasing 45 to 65 dump trucks, with a maximum capacity of 85 units, all to be delivered no later than December 31, 2027.
Single axle trucks must feature 10-foot Western style dump bodies with 6.193 cubic-yard struck capacity; tandem axle trucks must feature 15-foot Western style dump bodies with 12 cubic-yard struck capacity. Both configurations require turbocharged diesel engines, Allison 3000 Rugged Duty Series transmissions, and extensive hydraulic and electrical systems for snowplow, broom, sprayer, and spreader integration. Detailed technical specifications cover cab and chassis components, safety requirements, corrosion mitigation, and 29 optional equipment packages. Warranty requirements mandate minimum five-year/150,000-mile coverage for cab and chassis and minimum seven-year/150,000-mile or unlimited engine-hour coverage for engines and aftertreatment systems. All trucks must be compatible with B-20 diesel fuel without voiding engine-manufacturer warranties unless B-20 is the cause of a normally warrantable failure.
Offerors are not obligated to bid both single axle and tandem axle configurations and may utilize multiple chassis manufacturers and body builders. Pricing must be submitted in whole dollar increments with firm fixed pricing; percent discounts off Manufacturer's Suggested Retail Price are permitted for unspecified components. Evaluation is weighted 5 points for experience and reliability, 55 points for method of performance including specification compliance and delivery requirements, and 40 points for cost, for a total of 100 points. A single award will be made to the highest-scoring offeror. Liquidated damages of $50.00 per day per item apply for failure to meet the December 31, 2027 delivery deadline. Proposals are accepted electronically through MissouriBUYS powered by MOVERS or by mail (USPS, UPS, or FedEx), with hard-copy submissions requiring five-calendar-day advance notice; email submissions are not accepted. Contact buyer Ashten Lorts at ashten.lorts@modot.mo.gov.
