About this opportunity
California Correctional Health Care Services (CCHCS) is requesting offers for modified gaming consoles and digital games to support mental health recreational therapy programs at the California Health Care Facility in Stockton, with offers due by 5:00 p.m. PT on July 17, 2026 and questions due by 5:00 p.m. PT on July 16.
The scope comprises six Nintendo Switch consoles with disabled Wi-Fi, network, and phone capabilities and removed game cartridge readers; six Joy Con controllers in transparent housing; six 512GB MicroSD cards sealed into consoles with epoxy; and 19 digital game titles preloaded on each console, including Mario Kart 8 Deluxe, NBA 2K25, Super Smash Bros. Ultimate, Chess Ultra, Family Feud, and Jeopardy. All hardware modifications, including parts and labor, must be priced in the rate sheet. Pricing is on an F.O.B. basis. Bidders may propose substitute or alternate items with updated item numbers.
CCHCS will evaluate offers using a "Best Value" methodology, assessing administrative requirement compliance, desirable qualifications, and cost, with awards based on lowest evaluated cost divided by higher cost proposals and cost assessment multiplied by total cost points. The contract includes a minimum 12-month warranty period.
Offerors must submit an Agreement Cover Letter, Bidder's Declaration Form (GSPD-05-105), Disabled Veteran Business Enterprise Declarations if applicable, Darfur Contracting Act Certification, Payee Data Records (STD. 204 and Supplement), Postconsumer Recycled-Content Certification, and Generative Artificial Intelligence Disclosure & Factsheet (AMS 708). The RFO incorporates by reference the Department of General Services Procurement Division IT General Provisions for Non-Cloud Goods & Services (DGS PD 403-ITGP). Invoices will be submitted monthly in arrears to the Sacramento Accounting Office and paid in accordance with California's Prompt Payment Act. CCHCS is not obligated to make an award and any contract is subject to budget appropriations and funding availability.
