About this opportunity

The New Mexico Spaceport Authority is seeking proposals for modernization of Spaceport America's water and utility control infrastructure under a sole-source procurement, with proposals due September 11, 2026. The procurement is restricted to Maverick IO, a single-source vendor selected based on existing SCADA infrastructure involvement since 2020 and current VTScada Systems Integrator authorization.

The scope encompasses three phases: Phase 1 covers core water facility migration from iFIX/Proficy SCADA to VTScada, including migration of all existing tags, alarms, graphics, and operational workflows; deployment on Google Cloud; communications infrastructure via Starlink Business with InHand Dual-WAN router and cellular backup; and operator training. Phase 2 addresses distribution system integration and pressure management. Phase 3 covers water meter and electrical system integration in coordination with PureOps, LLC. The contract term runs from award through July 30, 2027 and includes hosting, software maintenance, and a one-year workmanship and configuration warranty.

The total contract value is $121,000 before tax. Phase 1 is valued at $59,000 (including a $30,000 milestone for initial screen development and connectivity testing), Phase 2 at $31,000, and Phase 3 at $31,000. The sole-source justification rests on Maverick IO's documented pre-migration investment, database mapping, VTScada screen recreation work already performed, and established relationship with PureOps. NMSA's market research included review of State Purchasing Division Statewide Price Agreements, internet searches for alternative VTScada integrators, and direct contact with Alpha Southwest and Yukon USA, both of which declined or indicated unavailability to perform the work. NMSA determined that awarding to an alternate contractor would result in substantial cost duplication, unacceptable operational risk to an active regulated water system, and significant project delays.
