About this file

This is a Sole Source Request and Determination Form submitted by the New Mexico Spaceport Authority (NMSA) for the modernization of the Spaceport America water and utility control infrastructure. The project involves migrating the existing iFIX/Proficy SCADA platform to VTScada and modernizing the facility's water and utility control systems. The scope of work is organized in three phases: Phase 1 encompasses core water facility migration and VTScada deployment, including migration of all existing tags, alarms, graphics, and operational workflows, along with Google Cloud deployment, communications infrastructure setup via Starlink Business with InHand Dual-WAN router, cellular backup, and operator training; Phase 2 addresses distribution system integration and pressure management; and Phase 3 covers water meter and electrical system integration in coordination with PureOps, LLC. The contract term extends from the date of award through July 30, 2027, inclusive of all phases, hosting, communications, software maintenance, and a one-year workmanship and configuration warranty.

The total contract value is $121,000 before tax, with Phase 1 valued at $59,000 (including a $30,000 milestone for initial screen development and connectivity testing), Phase 2 at $31,000, and Phase 3 at $31,000. The sole source justification is based on Maverick IO's existing involvement with Spaceport America's SCADA infrastructure since 2020, their documented pre-migration investment including database mapping and VTScada screen recreation, current VTScada Systems Integrator authorization, and established working relationship with PureOps, LLC. NMSA's market research included review of State Purchasing Division Statewide Price Agreements, internet searches for VTScada integrators, and direct contact with two alternative vendors (Alpha Southwest and Yukon USA), both of which indicated inability or unavailability to perform the work. The determination emphasizes that awarding to an alternate contractor would result in substantial cost duplication, unacceptable operational risk to an active regulated water system, and significant project delays contrary to the state's interests.

VIII. Provide a detailed explanation of the criteria developed and specified by the agency as necessary to perform and/or fulfill the contract and upon which the state agency reviewed available sources. (Do not use “technical jargon;” use plain English. Do not tailor the criteria simply to exclude other contractors if it is not rationally related to the purpose of the contract.)

NMSA identified the following criteria as essential to fulfil this contract. These criteria are not drafted to exclude other contractors; they reflect the actual technical and operational requirements of migrating and modernizing an active SCADA control system at Spaceport America: (1) Active, in-depth knowledge of the existing Spaceport America

SCADA infrastructure, including the current iFIX/Proficy platform, existing PLC configurations, telemetry and communications architecture, and the operational history of the water systems being migrated. (2) Authorization as a VTScada Systems Integrator, with certified personnel capable of deploying, configuring, and commissioning VTScada in a cloud-hosted environment. (3) Established, active working relationship with PureOps, LLC, the facility’s Level 3 licensed water operator, sufficient to coordinate Phase 3 water meter integration and ensure compatibility with PureOps’ regulatory obligations under

NMED. (4) Demonstrated experience supporting Spaceport America booster station systems since 2020, including PLC reprogramming, SCADA integration, chlorine monitoring integration, alarm notification system implementation, and Reverse Osmosis

(RO) system integration completed May 2026. (5) Familiarity with Spaceport America site-specific constraints, including remote location in Sierra County, NM; site access protocols; and ability to maintain uninterrupted water system operations throughout the migration. (6) On-call and emergency support capability with backup coverage from additional qualified automation specialists. (7) Capability to deliver cloud-based disaster recovery, secure remote access, and communications resiliency through Starlink Business with dual-WAN cellular failover at a remote facility.

IX. Provide a detailed, sufficient explanation of the reasons, qualifications, proprietary rights or unique capabilities of the prospective contractor that makes their company the only source capable of providing the required professional service, general service, construction or item(s) of tangible personal property. (Please do not state the source is the “best” source or the “least costly” source. Those factors do not justify a “sole source.”)

Maverick IO is the recommended sole source for this procurement. NMSA does not assert that no other SCADA integrator can perform this work. Rather, NMSA has determined that awarding this contract to any other contractor would result in substantial duplication of cost and effort, unacceptable operational risk to an active water system, significant project delay, and loss of Maverick IO’s existing investment in the platform, making an alternate award impracticable and contrary to the best interests of the State of

New Mexico. The following factors support this determination:

Substantial Duplication of Cost and Effort: Maverick IO has served as the primary PLC and SCADA support provider for Spaceport America since 2020 and has acquired detailed working knowledge of the existing iFIX/Proficy platform configuration, PLC logic, telemetry architecture, and alarm parameters. In preparation for this migration, Maverick IO has already reviewed and mapped the existing iFIX/Proficy database structure, recreated multiple existing iFIX screens within VTScada, established testing connectivity between the VTScada environment and the existing database, and mapped RO skid communication addresses and data points for VTScada integration. Any alternate contractor would need to repeat this pre-migration work through an independent discovery effort, at NMSA’s expense, before beginning billable migration work. The cost of that duplication would likely eliminate any competitive savings from a different award.

Unacceptable Operational Risk to an Active Water Utility: Spaceport America operates a regulated water system under NMED oversight. The existing SCADA system is live and actively controlling water production wells, booster pump stations, reservoir facilities, and the RO treatment system. Transitioning an active, operational SCADA system to a contractor without prior familiarity with the system’s configuration, alarm logic, and control sequences introduces material risk of misconfiguration, control gaps, or service interruption during the transition. At a remote facility located approximately 45 miles from the nearest municipal services, water system disruptions carry heightened operational consequence. NMSA has determined this transition risk to be unacceptable when a knowledgeable, already-engaged contractor is available to perform the work with continuity.

Maverick IO’s Existing Investment in the Platform: Maverick IO has made a documented pre-migration investment in the VTScada platform specific to Spaceport

America, including screen recreation, database connectivity testing, and RO data point mapping. This work is embedded in the proposed project plan and priced within the

$121,000 contract value. Awarding another contractor would require NMSA to absorb the loss of this existing investment and pay a second contractor to reproduce it.

Significant Delay from Contractor Transition: A new contractor would require a full discovery period, likely several months, before migration work could begin, in addition to any time needed to obtain VTScada Systems Integrator authorization if not already held. The existing iFIX/Proficy platform is aging infrastructure that NMSA has an active interest in migrating on the current schedule. The delay associated with bringing another firm up to speed, together with continued operational exposure to aging infrastructure, is not in the state’s interest. While other firms may be capable of obtaining

VTScada authorization, Maverick IO’s authorization is current, and its personnel have already applied it through pre-migration testing on the Spaceport America system.

X. Provide a detailed, sufficient explanation of how the professional service, general service, construction or item(s) of tangible personal property is/are unique and how this uniqueness is substantially related to the intended purpose of the contract.

The uniqueness of this procurement does not rest on Maverick IO’s general

SCADA capabilities, which other firms may share, but on three factors that together make a competitive award impracticable and are substantially related to a safe, cost-effective, and operationally continuous migration of an active SCADA system:

First, the system being migrated is an active, operational SCADA system controlling a regulated water supply. Any contractor transition carries inherent risk, and the requirement for operational continuity throughout the migration favors a contractor with existing working knowledge of the system.

Second, Maverick IO’s documented pre-migration investment—database mapping, VTScada screen recreation, and RO data point identification—is embedded in the proposed project plan. Awarding another contractor would cause NMSA to effectively pay for this work twice: once as lost investment, and again as a discovery cost.

Third, the contract requires coordinated integration with PureOps, LLC, the facility’s Level 3 licensed water operator, whose NMED regulatory obligations are directly affected by how the migration is sequenced. Maverick IO’s established working relationship with PureOps, through their concurrent roles at Spaceport America, is best positioned to fulfill this coordination requirement. Together, these factors make this procurement unique in a manner substantially related to its intended purpose.

XI. Provide a narrative description of the agency’s due diligence in determining the basis for the procurement, including procedures used by the agency to conduct a review of available sources such as researching trade publications, industry newsletters and the internet;;

contacting similar service providers; and reviewing the State Purchasing Divisions’

Statewide Price Agreements. Include a list of businesses contacted (do not state that no other businesses were contacted), date of contact, method of contact (telephone, mail, e-mail, other), and documentation demonstrating an explanation of why those businesses could not or would not, under any circumstances, perform the contract; or an explanation of why the agency has determined that no businesses other than the prospective contractor can perform the contract.

NMSA conducted the following market research to determine whether contractors other than Maverick IO could perform the required SCADA migration and modernization work at Spaceport America:

1. State Purchasing Division Statewide Price Agreements (SPAs): On 07/15/26, NMSA reviewed the NM GSD Statewide Price Agreements at generalservices.state.nm.us.

No current SPA was identified covering SCADA system migration, VTScada platform deployment, or cloud-hosted SCADA services for regulated public water utilities.

2. Internet Research and VTScada Integrator Registry: On 7/15/26, NMSA conducted internet searches using terms including “VTScada authorized integrator New

Mexico,” “SCADA migration iFIX VTScada water utility New Mexico,” and “SCADA contractor water systems Sierra County New Mexico.” Results identified several contractors with general SCADA capability in New Mexico, but none with Spaceport

America site experience or existing VTScada Systems Integrator authorization.

3. Vendors Contacted:

Alpha Southwest, Inc. (ASW) — 205 Rossmoor Rd. SW, Albuquerque, NM 87105 |

505-877-0287 | alphasw.com. NMSA spoke by telephone with Isaac at Alpha Southwest regarding the scope of the SCADA migration. Isaac indicated that ASW would need to send personnel to the site to evaluate the existing system before providing a quote, and acknowledged that time would be required to become familiar with the existing SCADA program prior to quoting or performing the work. NMSA followed up by email on July 15, 2026, requesting this information in writing; as of the date of this submission, no written response has been received.

Yukon USA — Albuquerque, NM | yukonusa.com. NMSA attempted to contact

Yukon USA at their listed website, yukonusa.com, on 07/15/26; the website was not reachable, and no alternate contact information could be located for the firm.

4. Determination: Based on this review, NMSA determined that while other

SCADA integrators operate in New Mexico, awarding this contract to an alternate contractor would result in unacceptable duplication of cost and effort, unacceptable operational risk to an active regulated public water system, and significant project delays not in the state’s interest. The factors supporting award to Maverick IO are not that other contractors are categorically incapable of performing SCADA work, but that the combination of Maverick IO’s existing site knowledge, pre-migration investment, VTScada authorization, and established coordination with the facility’s water operator makes any alternate award impracticable and contrary to the best interests of the State of

New Mexico under the criteria developed for this procurement.
