About this opportunity

The Central Florida Tourism Oversight District is requesting Letters of Interest from qualified engineering firms to develop a comprehensive electrical system model of the EPCOT Energy Plant, with proposals due September 18, 2026 and questions due September 11, 2026.

The scope encompasses design, development, testing, and documentation of a detailed electrical system model representing the current, fully operational EEP. The model must capture four primary feeders with associated primary switchgear, three medium-voltage buses supplied via multiple primary-to-primary step-down transformers, and eight chiller units connected either directly at medium voltage or through primary-to-secondary step-down transformers. The consultant shall conduct a virtual project kickoff workshop with Reedy Creek Energy Services (RCES), perform attribute validation and engineering checks, validate model results against known operating conditions, and execute analyses including load flow, short circuit/fault analysis, motor starting, voltage drop, harmonics, and arc flash hazard assessment. Power quality is identified as a critical concern for both current and future operating conditions. Deliverables include complete electrical system model files, technical reports for each analysis, summary of findings and recommendations, documentation of assumptions and data sources, and updated one-line diagrams. A Quality Assurance Plan must be implemented requiring review of all deliverables by a qualified professional not responsible for original preparation.

Proposals will be evaluated on Qualifications of Proposed Team (20 points), Project Understanding and Technical Approach (25 points), Relevant Experience in Electrical System Modeling (25 points), Modeling Tools, Methods, and QA/QC (20 points), and Past Performance and References (10 points). Respondents must provide at least three project references completed within the last five years. Letters of interest must not exceed 20 pages excluding cover letters, resumes, and required forms and must be submitted electronically through the CFTOD BID PORTAL hosted by PlanetBids. The Selection Committee meets October 2, 2026, with interviews and presentations scheduled for October 27, 2026, and final selection announcement on October 30, 2026. Negotiation with the highest-ranked proposer is anticipated to begin November 13, 2026, with final approval expected in December 2026. All submission costs are the proposer's responsibility. Required submittals include Foreign Countries of Concern and Human Trafficking Affidavit, Conflict of Interest and Public Entity Crime Affidavit, and Subconsultant List. Professional Liability/Errors and Omissions insurance of $1,000,000 minimum is required.

Opportunity text

The Central Florida Tourism Oversight District ("CFTOD" or "District"), in coordination with Reedy Creek Energy Services ("RCES"), invites qualified engineering firms to submit a Letter of Interest (LOI) to provide the development of a comprehensive electrical system model of the EPCOT Energy Plant (EEP). Existing System Model A detailed electrical model representing the current, fully operational EEP, including at a minimum: • Four (4) primary feeders with associated primary switchgear • Three (3) medium-voltage buses supplied via multiple primary-to-primary step-down transformers • Eight (8) chiller units supplied from the medium-voltage buses including: o Chiller motors connected directly at medium voltage o Chiller motors served via primary-to-secondary step-down transformers Power quality is a critical concern for both current and future operating conditions. The Consultant shall provide expertise and analysis related to harmonics, voltage drop, motor starting, and arc flash hazards. PROJECT DESCRIPTION CFTOD owns and RCES operates the EEP, which provides chilled water services to nearby attractions and resort facilities. Due to ongoing expansion, renovation initiatives, and future load growth, both the primary and secondary electrical systems at EEP must be evaluated and, where necessary, upgraded. Prior to the addition of new load, RCES requires a detailed "snapshot" electrical model to benchmark the current system condition and evaluate future system performance under various scenarios. SCOPE OF WORK The Consultant shall: • Design, develop, test, and document an electrical system model of the EEP • Conduct a virtual project kickoff workshop with RCES to confirm assumptions, modeling approach, data requirements, and acceptance criteria • Perform attribute validation and engineering checks to ensure model accuracy • Validate model results against known operating conditions • Perform analyses including: o Load flow o Short circuit / fault analysis o Motor starting o Voltage drop o Harmonic analysis o Arc flash analysis • Demonstrate model functionality and analytical capabilities • Prepare formal technical reports documenting assumptions, methodology, and results Data and Model Requirements The District will provide available system data upon request; however, the Consultant shall be responsible for identifying data gaps, documenting assumptions, and incorporating reasonable engineering judgment where necessary. Field verification may be required to support model accuracy. The electrical system model shall be delivered in an industry-recognized software platform and include all necessary data for the District to independently operate and maintain the model. The model shall be structured to support future updates, including modular expansion for additional loads and infrastructure. Deliverables Deliverables shall include, at a minimum: • Complete electrical system model files • Technical reports for each analysis performed • Summary of findings and recommendations • Documentation of assumptions and data sources • Updated one-line diagrams (if applicable)
