The EEP currently operates with four primary feeders with associated primary switchgear, three medium-voltage buses supplied via multiple primary-to-primary step-down transformers, and eight chiller units supplied from the medium-voltage buses. The consultant will be responsible for designing, developing, testing, and documenting an electrical system model that includes load flow analysis, short circuit/fault analysis, motor starting analysis, voltage drop analysis, harmonic analysis, and arc flash analysis. The formal question deadline is September 11, 2026, with letters of interest due by September 18, 2026. The Selection Committee meeting is scheduled for October 2, 2026, followed by interviews and presentations with shortlisted firms on October 27, 2026, and final selection announcement on October 30, 2026. Negotiation with the selected proposer is anticipated to begin November 13, 2026, with final approval expected in December 2026.

Evaluation of proposals will be based on the following weighted criteria: Qualifications of Proposed Team (20 points), Project Understanding and Technical Approach (25 points), Relevant Experience in Electrical System Modeling (25 points), Modeling Tools, Methods, and QA/QC (20 points), and Past Performance and References (10 points). Proposers must submit letters electronically through the CFTOD BID PORTAL hosted by PlanetBids, with responses not to exceed 20 pages excluding cover letters, resumes, and required forms. The District will award one contract and negotiate terms with the highest-ranked proposer; if negotiations fail, the District reserves the right to negotiate with subsequent ranked proposers. All submission costs are the responsibility of the proposer. The District will provide available system data but the consultant is responsible for identifying data gaps, documenting assumptions, and conducting field verification as necessary. Deliverables must include complete electrical system model files, technical reports for each analysis, summary of findings and recommendations, documentation of assumptions and data sources, and updated one-line diagrams as applicable. A Quality Assurance Plan must be implemented requiring review of all deliverables by a qualified professional not responsible for the original preparation.
