About this opportunity
Orange County, California's OC Waste & Recycling department issued an Invitation for Bid (IFB) for mobile thermal oxidizer rental with services on September 13, 2023, with bids due September 26, 2023 at 1:00 p.m. via OpenGov and questions due September 19, 2023 at 10:00 a.m. — though note that the posted date (August 19, 2026) does not align with the stated bid deadline (September 26, 2023), indicating this solicitation's current status is unclear. Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preferences apply: the lowest certified OCLSB or DVBE bidder within five percent of the lowest overall bid receives a three-business-day opportunity to price match, and a combined eight percent preference applies to vendors holding both certifications.
The scope spans mobile thermal oxidizer equipment rental and operation at Frank R. Bowerman Landfill (Irvine) and Prima Deshecha Landfill (San Juan Capistrano) for landfill-gas destruction. The contractor furnishes equipment in capacities of 300, 700, 1,400, and 2,300 sCFM; accessories including blowers, knockout vessels, generators, and propane tanks; fuel and permits; skilled labor; emergency response within three hours and non-emergency response within 72 hours; and routine and special-case services. Pricing is firm-fixed with rental rates (weekly and monthly) and hourly labor rates at standard, overtime, and double-time, specified in Attachment B. The contract is designated high-risk and requires compliance with California OSHA standards, County Safety and Loss Prevention Policy #306, submission of a Health and Safety Plan and Injury and Illness Prevention Program within 14 calendar days of notice of intent to award, and comprehensive insurance including $1 million commercial general liability per occurrence / $2 million aggregate. Project managers must have minimum five years of thermal oxidizer experience; operational staff require two years' experience and OSHA 40-hour hazmat certification. Bidders must submit a company profile, references (minimum three, including at least one from a governmental agency documenting work within five years and at least one within the past year), bidder certification form, and signature page to be deemed responsive. The contract term runs three years (February 9, 2024 through February 8, 2027) with an option to renew for one additional two-year term by mutual written agreement and County Board of Supervisors approval. Award is to the lowest responsive and responsible bidder in the most categories. The County reserves the right to terminate with 30 days' written notice or immediately for cause and allows other governmental entities to utilize contract terms at a two percent administrative rebate to the County.
