About this opportunity
The State of Maine's Division of Purchases is soliciting bids for a Mobile Satellite System, with proposals due September 12, 2011. A 10% quantity variance clause allows the State to increase or decrease order quantities by up to 10% at award.
The scope encompasses design, delivery, and deployment of a mobile satellite system to support state and local government operations, with detailed bit-level and performance specifications for satellite communication equipment and services defined in the attached technical specification document. Specific item quantities are not disclosed in the available materials.
Award will be made to the lowest responsible bidder based on best value to the State, considering quality, conformity with specifications, delivery date, and ultimate cost. All pricing must be submitted as separate unit prices, delivered to destination and inclusive of trade or quantity discounts. Cash discounts of 20 days or more are factored into the low-bid determination; discounts under 20 days are not. Transportation and freight charges must be prepaid by the contractor unless otherwise specified.
In tie-bid situations, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. The State is exempt from Federal and Maine State Sales and Use Taxes; bidders should quote accordingly. All bids must be submitted electronically prior to closing; amendments and late submissions will not be considered. The State reserves the right to reject any or all bids, award individual items or groups of items, and waive any formality or technicality.
Contractors must supply items exactly as specified on the Purchase Order and comply with applicable Federal, State, and local laws and regulations. The term "or approved equal" is implied for items defined by trade name or manufacturer catalog number unless otherwise stated, allowing alternate commodities.
