About this opportunity

The City of St. Petersburg Police Department is seeking to procure mobile police training structures through a competitive quote solicitation for enhancing law enforcement scenario-based training capabilities. The procurement involves acquiring a comprehensive mobile training structure system consisting of 41 standard wall panels, 6 door panels (3 left-hand, 3 right-hand), 3 window panels, connecting brackets, corner and post brackets, and related accessories. The required system must be non-permanent, tool-less, and capable of being assembled and disassembled by a two-person team without specialized labor, with panels no larger than 4 feet wide and 7 feet tall. Key objectives include creating flexible, reconfigurable training environments that can simulate various room and building layouts for police training purposes, with a total requirement of 200 linear feet of configurable panels. The solicitation specifies a response deadline of August 27, 2025, at 3:00 pm, with an expected delivery timeline of 120 days after order receipt. Vendor evaluation will be based on the lowest and best responsive quote, with minimum qualification requirements including three years of experience in mobile police training structures, ability to perform without subcontractors, and capacity to obtain required insurance.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The existing TI Simulator System will serve as the integration platform for the new mobile training structures, indicating a need for compatibility with current training infrastructure. The proposed pricing from Mobile Police Training Structures (MPTS), a Canadian vendor, totals $68,282.50, which includes panels, brackets, delivery, and customs fees. The vendor offers a 5-year spare parts warranty and a 2-year repair/replacement warranty, with demonstrated experience across multiple law enforcement, military, and educational institutions. The procurement appears open to both domestic and international vendors, with MPTS presenting a comprehensive proposal that includes delivery (10-12 weeks after purchase order), customs fees, and an initial setup and training day. The City of St. Petersburg reserves the right to award to a single vendor based on meeting minimum qualifications and providing the most advantageous proposal.

Opportunity text

To enhance the realism and flexibility of our Police Training, the city of St. Petersburg Police Department is looking for a mobile training structure that allows us to create a variety of rooms and building layouts on demand. Permanent structures limit training and can become repetitive. We are seeking a non-permanent system that can be assembled and disassembled without tools, subcontractors, or specialized labor. The proposed system shall include training on how to perform the setup of the mobile structures.

The walls must be reconfigurable, allowing the training environment to experience different scenarios for the officers. These walls must be durable, sturdy, and allow for safe movement throughout the rooms. The walls should be portable where no more than a two-person team can easily carry, setup, disassemble and store the walls.

The mobile structure should also include left and right-handed doors, breach able windows, with brackets that merge corners and wall panels effortlessly.
