About this opportunity

Texas Tech University Health Sciences Center (TTUHSC) is soliciting proposals for a fully converted Mobile Medical Clinic Vehicle, with proposals due December 2, 2026, at 4:30 p.m. Central Time through the TechBid system. Proposers must also submit a VetHUB Subcontracting Plan under Texas Administrative Code Section 20.14, addressing utilization of historically underutilized businesses, and must be in current compliance with the Texas Comptroller of Public Accounts.

The base vehicle is a full-size commercial cargo van with an extended wheelbase, a minimum GVWR of 9,350 lbs, and a gasoline engine. The conversion must provide a clinical environment with an ADA-accessible wheelchair lift patient entry, medical examination area, vaccine refrigeration, plumbing, electrical systems with shore power connection and inverter, HVAC, diagnostic equipment, and safety features. The vehicle will support community-based care across West Texas's 108-county service area. Proposers must also certify regarding foreign ownership restrictions and hold appropriate certifications and licenses.

Award is weighted 50% on pricing, 10% on experience and reputation, and 40% on product and service specifications. Pricing must itemize the base vehicle, medical conversion, lift, HVAC, electrical, cabinetry, exam area, plumbing, vaccine refrigerator, diagnostic equipment, optional generator and graphics, delivery, training, and warranty upgrades. TTUHSC reserves the right to reject any or all proposals and to award on best-value considerations.

The evaluation period runs December 2–31, 2026, and the contract term begins upon execution and expires August 31, 2027. Payment terms are Net 30. Required insurance includes Commercial General Liability with $2.0 million aggregate limits. Any resulting agreement may require Texas Tech University System Board of Regents approval and may trigger Texas Ethics Commission reporting under House Bill 1295 if the contract value reaches $1 million.
