About this opportunity
The Florida Fish and Wildlife Conservation Commission is issuing an Invitation to Bid (ITB) for mobile home replacement services at the Aucilla Wildlife Management Area located in Jefferson County (within Leon County jurisdiction). The project scope encompasses removal of an existing mobile home and installation of a new approximately 1,000-square-foot mobile home equipped with AC/heat pump capabilities, connections to existing electrical systems, plumbing to an existing well, and integration with an existing septic system in accordance with detailed specifications and construction plans. Bidders must be registered in both the MyFloridaMarketPlace (MFMP) system and with SunBiz prior to bid opening and must submit sealed bids by April 23, 2026, at 3:00 PM ET, with public bid opening occurring immediately thereafter. A non-mandatory pre-bid conference and site visit will be held on April 6, 2026, at 11:00 AM ET at 22035 Gamble Road, Monticello, Florida, with the deadline for written questions set at April 9, 2026, at 5:00 PM ET and anticipated responses posted by April 14, 2026. The anticipated award date is April 27, 2026, and contractors must achieve substantial completion within seventy calendar days from the Notice to Proceed with Construction, with final completion required within an additional thirty calendar days; liquidated damages are assessed at $100 per calendar day for delays beyond the substantial completion date. Bidders must provide a five percent bid guarantee if their bid equals or exceeds $100,000, along with required forms including references, experience questionnaires, financial information, and lists of subcontractors, and upon contract award, must furnish 100% Performance Bonds and Labor and Material Payment Bonds.
The Commission encourages participation by minority, women, and veteran-owned business enterprises and requests that subcontracting opportunities reflect the diversity of Florida's population. No current incumbent vendors or existing contractors are identified in the procurement documents. Contractors are responsible for obtaining all necessary permits and utility connections at their own cost before construction commences and must comply with standard state procurement requirements including E-Verify compliance, MyFloridaMarketPlace vendor registration, and compliance with federal and state laws regarding employment eligibility, non-discrimination, and public records access. Progress payments will be made at ninety-five percent of work completed with five percent retainage, processed within forty calendar days of receipt of payment applications. The estimated budget for this project is $105,000, with no federal funds indicated for this procurement. Technical specifications and construction plans are available upon submission of a completed Confidentiality Exemption Form to Randolph.Golightly@myfwc.com.
