About this opportunity
The State of Maine Division of Purchases is requesting bids on a mobile communication tower, with bids due September 16, 2010. The source does not identify a specific issuing agency within Maine beyond the Division of Purchases itself.
Bidders must submit sealed bids electronically to the Division of Purchases in Room 119 of the State Office Building in Augusta prior to the closing deadline. All bids are evaluated on a best-value basis considering quality, conformity with specifications, delivery dates, and ultimate cost to the State. Tie bids are resolved in favor of in-state bidders or those offering Maine-manufactured products or services when all other factors are equal.
The scope encompasses design, construction, and implementation of mobile communication tower facilities to support statewide connectivity, including site assessment, tower construction, network configuration, system integration, and ongoing maintenance and support. Qualified vendors must demonstrate technical expertise in tower construction, network installation, and mobile communications platform deployment with evidence of relevant experience on similar-scale telecommunications projects and certification in applicable industry standards. The specification requires redundancy, backup power systems, and failover protocols to ensure continuous network operation and establishes performance standards for network coverage, signal quality, and system reliability across designated service areas.
All pricing must include transportation, trade discounts, and quantity discounts delivered to destination, quoted exclusive of Maine State Sales and Use Taxes and Federal Taxes. Pricing submission must specify delivery terms in definite language, and cash discounts of 20 days or more are considered in low-bid determination. Bidders are responsible for compliance with all applicable Federal, State, and local laws and regulations and must provide Material Safety Data Sheets for hazardous chemicals per Maine's Chemical Substance Identification Law. The Division of Purchases reserves the right to reject any or all bids, waive formalities or technicalities, and increase or decrease quantities by up to 10 percent.
