About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet on behalf of the Energy and Environment Cabinet is requesting bids for one Mobile Air Quality Monitoring Equipment Shelter, with bids due September 28, 2026 at 1:30 p.m. EST; the original September 22 deadline was extended by Addendum 1.
The shelter is a new, prefabricated unit measuring 14 feet long by 8 feet wide by 8 feet high with an aluminum base frame, pre-finished metal exterior cladding, fiberglass-reinforced interior cladding, commercial-grade slip-resistant flooring, and insulation meeting or exceeding R25 equivalent standards compliant with the 2018 Kentucky Building Code. Required features include a 36-inch insulated metal access door, metal vertical roof access ladder, removable aluminum roof railing (OSHA-compliant), 8-foot work bench, tie-down points, sidewall brackets compatible with EKTO shelter lifting jacks, and aluminum skid runners designed to fit EKTO twin axle transport trailer Model #1641-TR2. Electrical service must meet or exceed NEC regulations with 200-amp service at 120/240 volts, minimum nine interior duplex outlets, one exterior quad GFI outlet, and minimum two 48-inch by 2-bulb fluorescent ceiling light fixtures. Environmental control requires a 1.0-ton HVAC wall-mount air conditioner/heater combo maintaining 75 degrees Fahrenheit ±4 degrees at exterior temperatures from -30 to 100 degrees using EPA-approved non-ozone depleting refrigerant. The vendor must deliver an approved Kentucky Industrialized Building System (KIBS) certificate and engineer-stamped building plan detailing anchoring. Delivery and installation are required at FIVCO Health Department, 2924 Holt Street, Ashland, Kentucky 41101, with vendor-performed offloading.
Pricing is firm, fixed-price F.O.B. Destination Freight Prepaid and Allowed, including all shipping, installation, and offloading. Pricing must remain valid for sixty calendar days after the bid due date and must exclude federal excise tax and Kentucky sales or use tax. Evaluation applies best value ranking with price weighted at 95 points and delivery time weighted at 5 points; Addendum 1 removed the original 30-day baseline and now evaluates best delivery in days without penalties. This is a one-time purchase with no renewal options. All bids must be submitted electronically through the Commonwealth eProcurement System. Prior to award, successful bidders must submit Revenue Form 10A100 Kentucky Tax Registration Application if applicable, Secretary of State Certificate of Authority for foreign entities if applicable, and required annual affidavits. Required insurance includes Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, and Automobile Liability Insurance with $1 million combined single limit if the contractor provides delivery services. Written vendor questions were due September 10, 2026 at 12:00 p.m. EST, with Commonwealth responses due September 15, 2026.
