About this file

This is an addendum to a Request for Bid (RFB) issued by the Commonwealth of Kentucky for Mobile Air Quality Monitoring Equipment Shelter. The addendum addresses vendor concerns regarding delivery requirements and specification exceptions. The original bid closing date of Tuesday, September 22, 2026 at 1:30 PM EST has been extended to Monday, September 28, 2026 at 1:30 PM EST to allow additional time for vendor response. The Commonwealth has clarified that installation is required by the awarded vendor and that vendors proposing exceptions to the specifications must comply with Section 7 of the RFB regarding exceptions procedures.

The Commonwealth has made substantive changes to the delivery evaluation criteria in response to vendor feedback regarding feasibility. The original requirement specifying a 30-day delivery time as a baseline with penalties of 1% per day for late delivery has been removed and replaced with an evaluation based on best delivery in days, eliminating the restrictive 30-day threshold. This modification addresses vendor concerns that the original delivery timeline was operationally impossible and that the associated penalty structure was unworkable. Vendors are now permitted to propose alternatives to the specifications through the formal exceptions process outlined in Section 7 of the RFB.

Attachment D Addendum No. 1

BIDDER SHALL CONFORM TO THE FOLLOWING CHANGES AS SAME SHALL

BECOME BINDING UPON THE CONTRACT TO BE ISSUED IN RESPONSE TO THIS

SOLICITATION.

Reason for change: To answer potential vendor questions, remove Attachment A RFB Solicitation Section 13 Method of Award language: “Thirty (30) days, after receipt of order (ARO), is the required delivery time. If a vendor meets this requirement, he or she shall not receive any points. Points are only given to the vendors who can deliver sooner than the required thirty (30) days ARO”, and extend bid closing date from Tuesday, September 22, 2026 at 1:30pm EST to Monday, September 28, 2026 at 1:30pm EST.

Vendor Questions Commonwealth Response

After careful review of the RFB referenced below, we are unable to place an oƯicial bid. Delivery of 30 days ARO is simply impossible as well the prospect of a 1 % penalty per day if the unit isn’t delivered in time. I would also have to take a few exceptions to the spec. Is installation required?

The Commonwealth has corrected the delivery evaluation terms to the best delivery in days and removed the thirty day restriction. If a vendor is proposing exceptions to the specifications please review Section 7 Exceptions to the Specifications. Installation is required by the awarded vendor.
