About this opportunity
The Missouri Department of Natural Resources is requesting quotations for one custom-built Missouri River workboat, motor, and trailer under RFQ DNR-FY25-0006-SL, with responses due January 15, 2025, at 2:00 p.m. Central Time. No set-aside or preference program restricts eligibility, though vendors may qualify for a 10% domestic products preference, a 3-point service-disabled veteran business enterprise preference, or 5 to 15 bonus points for nonprofit organization for the blind or sheltered workshop participation of at least 2% or $5,000 of contract value, whichever is greater.
The scope is a single custom-built 28-foot welded aluminum flat-bottom river boat with 100-inch beam, 200 HP four-stroke Yamaha outboard motor with gauges and power tilt and trim, and tandem-axle steel trailer with electric brakes. Boat specifications include sealed diamond plate flooring with flotation, lockable front deck storage, hydraulic steering, complete electrical systems with bilge pump and navigation lights, dual Bimini tops with Sunbrella fabric, and 25–30 gallon aluminum fuel tank. The trailer must feature roller bunks, sealed LED lights, manual winch, and adjustable bow stops. The boat must comply with U.S. Coast Guard recreational boating requirements. Vendors must have a minimum of 10 years' experience in commercial workboat design and manufacturing and 10 years' experience custom building boats and trailers for all water types.
Delivery is FOB destination to the DNR Water Resource Center in Jefferson City, Missouri, with a desired pickup date no later than June 1, 2025. The contract period extends from Notice of Award through one year. Pricing must be firm and fixed costs on Exhibit C, including all planning, building, pickup, packing, handling, and shipping costs, and remain valid for 90 calendar days from submission. A one-year manufacturer's standard warranty covers the boat and trailer; the outboard motor warranty is covered by the manufacturer. The contractor must submit a complete operator's manual. Payment terms are Net 30 days from invoice receipt, with invoices submitted within 30 days of delivery. Vendors must register in MissouriBUYS in "Approved" and "Spend Authorized" status to be eligible for award. Contact: Brenda Kaden, BRENDA.KADEN@DNR.MO.GOV.
