About this opportunity
The Minnesota Department of Transportation (MnDOT) is seeking a contractor to provide a Survey Technical Workshop Conference for 2025 and 2026, issued through a formal Request for Proposal (RFP). The conference will be held over three-day periods, with preferred dates in March for both years (2025: March 11-13, and 2026: March 10-12) and alternative date ranges also specified. The event is estimated to have 350 attendees and requires a conference facility located within 65 miles of Baxter, Minnesota. The primary objectives include hosting a comprehensive technical workshop for survey professionals, with the contractor responsible for providing lodging, meeting rooms, meals, and necessary audio-visual equipment. Evaluation criteria will be based on a 1000-point system, with pricing accounting for 800 points, indicating a strong emphasis on cost-effectiveness. Key submission requirements include multiple attachments such as Responder Declarations, Exceptions to Standard Terms, Veterans Preference Form, Workforce Certification, and a Price Schedule. The deadline for submitting questions is July 5, 2024, at 3:00 PM Central Time, with final proposal responses due by July 15, 2024, through the SWIFT Supplier Portal.
The solicitation does not explicitly indicate specific set-aside designations, but it does mention provisions for veterans-owned and economically disadvantaged businesses, which may receive preference points during evaluation. No incumbent vendor is identified in the documentation. The contract term will span from the date of execution through June 30, 2026, with the state reserving the right to negotiate and potentially make multiple awards. While no specific budget range is listed, the comprehensive requirements suggest a significant contract value that will cover conference logistics including lodging, meals, meeting spaces, and associated services. Potential respondents must submit all documentation through the electronic Supplier Portal, with technical support available through the SWIFT Help Desk. The state emphasizes that it does not guarantee a minimum number of attendees, lodging rooms, or meals, and that pricing must remain firm regardless of actual participation levels. Interested vendors must carefully review all attachments and meet the geographical limitation of being within 65 miles of the specified Baxter, Minnesota location.
