About this opportunity
The Minnesota Department of Administration, Facilities Management Division is seeking a contractor to perform maintenance and testing of the normal power electrical infrastructure at the Minnesota History Center in St. Paul. The procurement requires a highly specialized electrical maintenance service involving comprehensive testing and inspection of electrical systems, including medium voltage disconnects, dry type transformers, low voltage circuit breakers, and switchgear assemblies. All technicians must be NETA or NICET certified, with a minimum of two technicians having at least three years' experience as licensed journeyman electricians. The work must be completed during a single overnight shift from 6 P.M. to 6 A.M. on a mutually agreed Sunday, coordinating with a transformer replacement project. Key deliverables include an infrared inspection, a detailed completion report, and full maintenance of electrical equipment across two substations. The solicitation includes a mandatory pre-bid meeting scheduled for April 9, 2024, at 8:00 A.M. at the MN History Center, with a registration deadline of April 8, 2024. All questions and clarifications must be submitted in writing to John H. Roth by 3:00 P.M. on April 16, 2024, with the final bid response due by April 23, 2024.
The contract opportunity appears to have preferences for targeted group, economically disadvantaged, and veteran-owned businesses, suggesting potential set-aside considerations for these categories of vendors. While no specific incumbent vendor is mentioned, the solicitation indicates an estimated contract value ranging between $30,000 and $50,000, though this is not a guaranteed minimum or maximum amount. The contract term is set from May 1, 2024, to June 30, 2024, or until all contractual obligations are satisfactorily fulfilled. Bidders responding to the opportunity must be prepared to provide all necessary labor, tools, equipment, materials, transportation, and supplies to complete the electrical maintenance work. Responses exceeding $50,000 will be required to include a 5% solicitation security bond. The procurement is funded through the State of Minnesota and involves jurisdictions including Ramsey County and the City of St. Paul, with the State reserving the right to award the contract to a single or multiple bidders based on their evaluation of the submissions.
