About this opportunity

The Minnesota Department of Natural Resources (DNR) Enforcement Division is seeking a contractor to provide comprehensive medical training and certification services for law enforcement officers. The procurement involves delivering Cardiopulmonary Resuscitation (CPR) certification, Emergency Medical Technician (EMT) recertification, Law Enforcement First Aid/Wilderness Emergency training, NARCAN administration, Medical Director Services, and Water Related Medical Training. The training must be fast-paced, hands-on, and scenario-based, conducted in both indoor and outdoor settings at Camp Ripley in Little Falls, MN, during DNR Enforcement Annual In-Service Training, Conservation Officer Academy, and MN DNR Boat School. Trainers must be certified by the Minnesota Emergency Medical Services Regulatory Board and current on state-specific training protocols. Proposals will be evaluated based on the responder's understanding of project objectives, proposed work plan and deliverables, personnel qualifications and experience, and cost proposal. The response deadline is March 26, 2024, at 2:00 PM Central Time, with the anticipated contract term spanning from June 2024 through May 2026, with potential extension options for up to three additional years.

The state demonstrates a commitment to diversity and inclusion, offering preference points for certified targeted group, economically disadvantaged, and veteran-owned businesses. Small businesses based in Minnesota may be eligible for certification in the state's Small Business Procurement Program. The contract will be funded through state funds, with an estimated total contract value of $45,000 for the original period and potentially up to $95,000 including extension options. The state has determined that no existing state employees can perform these required services, necessitating a competitive bidding process. The procurement allows for potential multiple awards and reserves the right for the state to negotiate with the highest-scoring respondent. Contractors must be prepared to potentially include state employees in training development to ensure ongoing capability for similar functions. The state also maintains the right to terminate the contract prior to completion, providing flexibility in contract management.

Addendum #1 is attached. The Contractor will provide Cardiopulmonary Resuscitation (CPR) certification, Emergency Medical Technician (EMT) recertification, Law Enforcement First Aid/Wilderness Emergency, NARCAN administration and Medical Director Services, and Water Related Medical Training to MN Law Enforcement Officers (LEOs). The CPR, First Aid/Wilderness Emergency, and Water Related Medical Training should be fast paced with little or no down time, and training should occur in both indoor and outdoor settings, regardless of conditions (unless conditions prove to be dangerous). LEOs should receive hands-on, scenario-based instruction in an academy style method. During this CPR Wilderness Medical Emergency Training, a LEO can expect to be placed in a modified stress environment with light to moderate physical demands.
