About this opportunity
Geauga Metropolitan Housing Authority (GMHA) is requesting bids for installation of hybrid keyless entry systems and door hardware at two housing properties in Chardon, Ohio—Murray Manor (385 Center Street) and Harris House (351 Lost Pond Parkway)—under IFB No. B26002 #3, with bids due August 27, 2026 at 2:00 p.m. ET and a mandatory pre-bid conference and worksite walkthrough on August 6, 2026 at 10:00 a.m. ET.
The scope covers keyless entry and access-control system installation at both locations, with specifications detailed in project floor plans. Bidders must be qualified, licensed, and insured. The IFB includes four pricing items: installation at each property and optional annual maintenance fees for each location. All proposed fees must be firm-fixed with no escalation, covering labor, materials, equipment, overhead, and related expenses.
The contract period is anticipated to commence upon Notice to Proceed and must be completed within 180 calendar days, Monday through Friday, 8:00 a.m. to 4:30 p.m. ET. Work is performed at both Chardon properties.
Davis-Bacon federal wage rates apply. The successful bidder must obtain all required permits and licenses and provide workers' compensation insurance, general liability insurance of at least $1,000,000 per occurrence, and automobile insurance of $1,000,000 combined single limit. Bid bonds equivalent to 10 percent of the bid price are required for bids exceeding $50,000; performance and payment bonds or alternatives (cash escrow or irrevocable letters of credit) equal to 100 percent of the contract price are required from the successful bidder. The Agency makes progress payments at 30-day intervals with 10 percent retainage withheld until final project completion.
The project is funded through HUD programs and subject to Build America Buy America Act requirements and equal employment opportunity provisions. Written questions are due August 13, 2026 at 2:00 p.m. ET. Bids must be submitted both to the eProcurement Marketplace and as sealed hard copies delivered in-hand to 385 Center Street, Chardon, OH 44024.
