About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is issuing a Request for Quotations (RFQ) on behalf of the Department of Transportation for miscellaneous clothing and promotional items with embroidery and screen printing services. The procurement seeks quotations for a comprehensive range of apparel items including quarter-zip sweatshirts with ANSI 107 Class 3 reflective trim, waterproof jackets meeting ANSI/ISEA 107 Type R Class 3 standards, three-season jackets with fleece lining, soft shell windbreakers, short-sleeve t-shirts, fleece-lined winter beanies, crewneck sweatshirts, denim shirts, raglan shirts, and embroidered caps in multiple sizes ranging from extra small to 5XL. Bidders must demonstrate the capability to reproduce current embroidery designs to exactly match existing specifications and create new designs within ten calendar days of request, with all items quoted on a Free on Board (FOB) Destination basis including all shipping charges to the State's designated locations. Quotations must be submitted through the State of Maine's AdvantageME Vendor Self Service system by June 3, 2026, at 4:00 p.m. Eastern Standard Time. The resulting Master Agreement will serve all State of Maine Departments and Agencies, with an initial contract term running from June 22, 2026, to June 30, 2028, and three optional one-year extension periods available through June 30, 2031. Quoted prices and rates must remain firm for a minimum of one year of the initial contract period, with any adjustments requiring sixty days' notice and supporting manufacturer documentation.

Vendors must submit notarized Code of Conduct Affidavits certifying compliance with workplace laws and human and labor rights treaty obligations at the point of assembly, with separate affidavits required for each manufacturing facility location. All vendors are required to pay a quarterly anti-sweatshop fee equal to one percent of total goods purchased during each quarter, due within thirty days of quarter end, with failure to pay potentially resulting in loss of future contracts or termination of existing contracts within thirty days of written notification. The State anticipates making one award but reserves the right to make multiple or no awards, and actual purchase quantities are not guaranteed but will be based on State need. No incumbent vendor information, set-aside designations, or budget ranges are specified in the solicitation documents. The resulting contract will be available for use by all State of Maine facilities and departments, allowing for widespread utilization of the awarded vendor's products and services across state government operations.
