About this opportunity

The State of Maine Division of Purchases is requesting bids on miscellaneous HMMWV parts under a one-year purchasing agreement, with quotes due December 18, 2012 at 2:00 p.m. local time. Electronic submission is required.

The solicitation covers 25 line items of vehicle components—brackets, boots, doors, latches, tubes, switches, and other mechanical and electrical parts—to support refurbishment and repair operations at a production facility in Limestone, Maine. Projected annual purchase volumes range from 50 to 17,000 units per item, with no guaranteed minimum or maximum. Bidders may propose to supply any portion of the items or multiple options for individual line items. First delivery capability is required by January 1, 2013. The contract may be extended beyond the initial one-year term.

Bid prices must be submitted on the provided spreadsheet with all freight and delivery charges prepaid to Limestone included in unit pricing, unless alternative delivery constraints are negotiated. Quoted prices are fixed for orders of any quantity unless otherwise negotiated in the award. Certificates of conformance to military and OEM standards may be required; contractors must be prepared to provide product samples for evaluation at their own expense. Bidders must disclose condition (new, remanufactured, or other), manufacturer details, country of origin, product identification, delivery lead times, and available quantities for specific dates.

The State complies with the Buy American Act and the federal Excluded Parties List System (EPLS). Awards will be made to the lowest responsible bidder offering best value, considering quality, conformity to specifications, delivery dates, and overall economy. Awards may be made on an individual-item or group basis. The State reserves the right to reject any or all quotes, waive formalities and technicalities, increase or decrease quantities by up to 10%, and apply in-state bidder preference when price, quality, and availability are equal. Cash discounts of 20 days or more will be considered in determining the low bidder; shorter discounts will not.
