About this opportunity
The State of Maine Division of Purchases is requesting bids on a master agreement for miscellaneous cups and lids for resale to state agencies through the Central Warehouse, with bids due April 23, 2012, via the Vendor Self Service (VSS) platform.
The scope covers five line items: 40 cases of 3-ounce cold drink cups, 116 cases of 5-ounce cold drink cups, 886 cases of 8-ounce hot drink cups, 50 cases of lids for 8-ounce cups, and 24 cases of 3-ounce medicine cups. All cups must conform to first-grade materials meeting Federal Specifications UU-C-806H; styrofoam products are not acceptable. Bidders proposing brands not on the approved products list must submit 100-cup samples to the Division of Purchases prior to bid opening. Maine law provides a price preference of up to 10 percent for recycled content paper products if bids are within 10 percent of the lowest acceptable bid. Additionally, the State of Maine's certified wood products policy applies, requiring bidders to specify post-consumer recycled fiber content and certified virgin fiber content with third-party certification from ATFS, FSC, MLCP, PEFC-affiliated entities, or SFI; the State may pay a price premium of up to 4 percent above the lowest bid to achieve 100 percent recycled or certified content, or will grant preference to the highest recycled or certified content achievable within 4 percent of the lowest submitted price.
The approximate annual contract value is $44,304.92. The contract period runs through April 30, 2012, with options for two additional one-year renewals. Award will be made by item or lot to the lowest price bidder meeting specifications or offering the best value to the State, with price receiving a minimum of 25 percent weight in evaluation. Delivery is required to the Central Warehouse at 85 Leighton Road, Augusta, Maine within 14 calendar days of order receipt on 40-by-48 non-exchangeable pallets; non-palletized shipments may be rejected or subject to a 10 percent penalty. Pricing must be firm, FOB Destination with all transportation prepaid, submitted separately by unit, and exclude all taxes. The State accepts the Maine Procurement Card with no surcharges permitted.
