About this opportunity

The Minnesota Department of Public Safety, Minnesota State Patrol, is requesting proposals from qualified consultants to assess, evaluate, and recommend modernization for the enterprise security video surveillance system across the Minnesota State Capitol Complex, with proposals due November 8, 2026 at 4:00 PM Central Time through the SWIFT Supplier Portal. The solicitation sets no set-asides, but up to 120 additional preference points are available to eligible targeted group, economically disadvantaged, and veteran-owned businesses certified by the State.

The scope covers approximately 1,100 fixed, PTZ, fisheye, and specialty cameras across 33 buildings on multiple video management system platforms. Consultants must inventory and evaluate cameras, VMS environments, storage and network infrastructure, cybersecurity protocols, and physical security operations. Deliverables are a written assessment report, an asset inventory spreadsheet, and a formal presentation to stakeholders. Work requires background checks, and all data storage and processing must occur within the United States with no foreign outsourcing. Subcontracting requires prior written State approval.

Evaluation uses 1,000 points: Work Plan for Deliverables (300), Methodology (250), Qualifications and Experience (150), and Cost Detail (300), plus the preference points noted above. The evaluation period is expected to conclude November 13, 2026. Responders submit a total project cost on Attachment C, and cost proposals remain firm for 180 days.

The anticipated contract term runs November 16, 2026 through June 30, 2027, with an option to extend up to one additional year at the State's discretion. The assessment report is due no later than January 1, 2027. Compensation is a fixed-price payment upon completion and acceptance, with up to 10 percent retainage. Required insurance includes $2,000,000 each for commercial general liability, professional liability, and privacy liability. Contracts over $100,000 require the Workforce and Equal Pay Declaration, and services over $50,000 require E-Verify certification. Firms with more than 40 full-time Minnesota employees must hold an Affirmative Action Certificate or apply for one. Questions go to Ashley Gene Scharffbillig at 651/201-7007 or Ashley.Scharffbillig@state.mn.us.
