About this file
This Addendum 1 to a Request for Proposal is issued by the Minnesota Department of Public Safety, Minnesota State Patrol, for the Minnesota State Capitol Complex Surveillance Audit. The solicitation seeks qualified consultants to assess, evaluate, and recommend modernization for the enterprise security video surveillance system across the Minnesota State Capitol Complex. The scope encompasses approximately 1,100 fixed, PTZ, fisheye, and specialty cameras deployed across 33 buildings on multiple video management system platforms. Consultants must inventory and evaluate cameras, VMS environments, storage and network infrastructure, cybersecurity protocols, and physical security operations. Deliverables include a written assessment report, an asset inventory spreadsheet, and a formal presentation to stakeholders. The original proposal due date and time remain unchanged at 4:00 p.m. Central Time on Sunday, November 8, 2026. The anticipated contract term runs from November 16, 2026, through June 30, 2027, with an option to extend up to one additional year at the State's discretion. The assessment report is due no later than January 1, 2027.
This addendum addresses a delay in the Questions and Answers response timeline. Due to the large number and technical nature of questions received during the question period that ended October 26, 2026, the issuance date for the Q&A addendum has been extended from October 28, 2026, to no later than 4:00 p.m. Central Time on October 30, 2026. Evaluation will use 1,000 points across Work Plan for Deliverables (300), Methodology (250), Qualifications and Experience (150), and Cost Detail (300), with up to 120 additional preference points available to eligible targeted group, economically disadvantaged, and veteran-owned businesses certified by the State. Compensation is fixed-price payment upon completion and acceptance with up to 10 percent retainage. Cost proposals remain firm for 180 days. Required insurance includes $2,000,000 each for commercial general liability, professional liability, and privacy liability. All data storage and processing must occur within the United States with no foreign outsourcing. Responders must acknowledge receipt of this addendum in their proposals.
