About this opportunity

Colorado School of Mines is seeking a qualified contractor to collect and transport medical, biological, and infectious waste from its campus laboratories through a Documented Quote (DQ) procurement process. The solicitation, identified as MINES24080, requires a commercial infectious waste transporter compliant with US Department of Transportation regulations for Division 6.2 Infectious Substances. The contractor will be responsible for providing waste bins, labels, and liners, collecting full waste bins, leaving empty bins, providing transportation manifests, and ensuring waste delivery to a permitted treatment/disposal facility. The campus generates approximately 320 gallons of waste from 11 laboratories monthly, with service frequency anticipated at one to two times per month. Key performance requirements include safely moving waste bins from second and third-floor laboratories, servicing within five business days of request, wearing appropriate safety gear, and completing all services between 8:00 AM and 4:00 PM Monday through Friday. The bid is due on May 10, 2024, at 5:00 PM Mountain Time, with a mandatory requirement that the contractor work with a Treatment/Disposal Facility holding a Certificate of Designation from the Colorado Department of Public Health and Environment.

The contract will be an initial one-year term, with Mines having the option to renew for up to four additional years or enter into a five-year contract. Currently, Trilogy Medical Waste serves as the incumbent vendor. The waste collection will involve multiple lab locations, primarily from the General Research Lab Building and Alderson Hall, with approximately 20 sharps containers and 20 medical waste containers in use. The solicitation does not specify any specific set-aside designations or restrictions on respondent types. Waste characteristics are primarily limited to dissection waste from animal parts, with no chemotherapy or pharmaceutical waste generated. The Mines Environmental Health and Safety (EHS) department provides sharps containers. While no specific budget range is explicitly stated, the contract requires multiple specific insurance policies, each needing its own coverage, which suggests a comprehensive and potentially significant service engagement. The contractor must demonstrate compliance with both Department of Transportation and Colorado Department of Public Health and Environment regulations.
