About this opportunity

The Oregon Department of Fish and Wildlife (ODFW) is requesting proposals for development of a comprehensive grazing management plan and habitat monitoring framework for the Minam River Wildlife Area under OregonBuys RFP #S-63500-00017746, with offers due September 8, 2026 at 3:00 PM Pacific Time.

Minimum qualifications require a Natural Resource degree (MS or PhD preferred) in rangeland ecology, wildlife biology, or related fields, with a minimum of three years of professional experience and two prior comparable work experiences. Society for Range Management credentials are preferred. The RFP encourages participation from certified small businesses and minority-owned enterprises, with potential subcontracting opportunities available.

The scope comprises two primary deliverables: an adoptable grazing management plan covering approximately 15,000 acres with an objectives hierarchy prioritizing winter habitat, riparian areas, and weed management; Animal Unit Month calculations based on palatable forage availability accounting for elk utilization; grazing structure recommendations using existing infrastructure and virtual fencing technology; and seasonal timing integration including winter closure from January 1 to March 31. The second deliverable is a rangeland monitoring framework with metrics and field procedures to assess habitat conditions, wildlife habitat quality, riparian function, and invasive weed infestation at annual, five-year, and ten-year intervals, using the Rangeland Analysis Platform and SageCon planning tools overlaid with NRCS soil maps and Ecological Site Descriptions.

Draft report delivery is due January 15, 2027; final report delivery is due February 15, 2027, following a fifteen-day agency review period. A kick-off meeting is required within fifteen days of contract execution. Field work is restricted during fall hunting seasons (October 3–14, October 28–November 1, November 7–15, 2026). All deliverables must be submitted in PDF format with spatial data in shapefiles, file geodatabases, or ArcPro .lyrx formats.

Evaluation allocates 100 total points across Project Understanding (25 points), Experience (25 points), Approach to Project (25 points), and Cost (25 points). The State reserves the right to negotiate only contract term, service descriptions, and compensation. ODFW anticipates awarding one contract with Notice of Award scheduled for September 10, 2026. Questions and clarification requests are due August 25, 2026 at 3:00 PM Pacific Time.
