About this opportunity

Oregon Forest Resources Institute (OFRI) is soliciting proposals for forest wildlife outreach and technical writing services under RFP #S-62800-00018274, with proposals due December 2, 2026 at 5:00 p.m. Pacific Standard Time. Oregon supplies and services receive a 10 percent price preference, and reciprocal preferences apply to out-of-state proposers. The agency encourages participation by certified small businesses, including disadvantaged, minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses, and may require a Certified Disadvantaged Business Outreach Plan from the successful proposer if subcontracting opportunities exist.

The contractor drafts and edits 3,000 to 5,000 words of scientific outreach publications annually on forest management and wildlife habitat, delivers presentations to landowners and natural resource professionals, coordinates symposia, workshops, and tours, and manages written, digital, and social media communications. The contractor works with OFRI and the Wildlife in Managed Forests (WIMF) steering committee. Required qualifications include a minimum Bachelor's degree in forestry, fish and wildlife, communications, or a related field, at least ten years of experience in wildlife biology or an associated field, and at least ten years demonstrating written and oral communication skills. Proposers with 50 or more full-time workers must provide a Pay Equity Certificate from the Department of Administrative Services when the prospective contract price exceeds $500,000.

Maximum compensation is $550,000, and payment is made only for completed and accepted deliverables. The initial term is five years, with options to renew up to a cumulative maximum of 15 years, and the contract is effective through January 31, 2037. Estimated work is 5 to 25 hours per week, which is non-binding. Pricing is submitted as hourly rates in a separate price proposal file.

Evaluation uses a multistep sealed process. Round 1 scores work samples and qualifications (maximum 150 points). Round 2 scores interviews and presentations (maximum 50 points). Price (maximum 30 points) is scored by the percentage of the proposed price relative to the lowest proposer's price, and references (maximum 30 points) are also scored, for a total of 260 possible points. Interviews are anticipated the week of December 14, 2026, with a Notice of Intent to Award expected around December 16, 2026. Proposals are limited to 15 pages and become public records under Oregon Public Records Law.
