About this opportunity

North Carolina Department of Transportation, Division 7 is soliciting bids for milling, resurfacing, and pavement markings on twenty-three secondary roads totaling 5.83 miles in Guilford County under Contract ID DG00703, with bids due November 5, 2026 at 2:00 PM. Bidders must hold North Carolina contractor licensure, because non-federal-aid projects exceeding $40,000 require licensing from the N.C. Licensing Board for Contractors under General Statutes Chapter 87. The project carries no MBE/WBE goal, is state-funded, and excludes any bid above $5.0 million, which will not be considered for award.

The contractor furnishes labor, equipment, and materials, and all quantities are estimates. The contractor must maintain a certified Erosion and Sediment Control/Stormwater Supervisor, certified foremen, certified installers, and a certified designer throughout the contract. All work must be performed in the United States. Route 23 traffic control and inductive loop installation carry separate time requirements.

A bid bond equal to 5% of the total bid price is required and is forfeited as liquidated damages if the bidder does not provide required payment and performance bonds within fourteen days of award notification. Liquidated damages are $1,000 per calendar day for overall completion, $500 per hour for intermediate Route 23 traffic-control deadlines, and $500 per calendar day for inductive loop deadlines. Violations of the continuous-prosecution requirement, absent reasons beyond the contractor's control or written Engineer authorization, incur an additional $1,000 per day. Fuel price adjustments apply to eligible asphalt pay items against a diesel base index of $5.0299 per gallon. Equipment idling is limited to fifteen consecutive minutes for off-highway equipment and thirty minutes for vehicles.

Work is scheduled for availability on December 7, 2026 and completion on June 7, 2028. Bids must be submitted electronically through the approved electronic bidding website. Questions go to Jennifer Sour at jsour@ncdot.gov no later than seven calendar days before bid opening.
