About this opportunity

The State of Delaware's Government Support Services is soliciting bids for milk, dairy, and juice products to supply state agencies, school districts, political subdivisions, volunteer fire companies, and non-profit sponsors participating in federally funded food programs. The procurement encompasses fluid Grade A pasteurized milk in disposable cartons, flavored milk containing no more than 150 calories per 8 ounces, dairy products including butter, cream, yogurt, and cottage cheese, shelf-stable juices, and related items that comply with USDA nutrition standards effective July 1, 2025, and Delaware Senate Bill 69 requiring Red Dye 40-free products. The pricing appendix contains 73 line items organized into two basket categories: monthly milk products (32 items) and quarterly products (41 items), allowing vendors to bid on selected items rather than requiring all-or-nothing responses. Vendors must submit comprehensive proposals through the online bid submission portal at https://gss.bonfirehub.com/ by April 16, 2026, at 3:00 p.m. local time, with public bid opening occurring immediately thereafter. Written questions must be submitted by March 25, 2026, at 4:30 p.m., with responses posted by April 8, 2026. Contract award will occur within thirty days of bid opening, and the resulting contract will be valid for one year through July 31, 2027, with three optional one-year renewal periods available. All submissions must include a completed BidTable cost proposal with supplier part numbers, product descriptions, UNSPSC codes, list and contract pricing, unit of measure, and manufacturer information; notarized non-collusion statements; vendor information sheets; business references of similar size and scope; nutritional data sheets in PDF format for all proposed products; and completed questionnaires.

The solicitation does not specify set-aside designations or restrictions limiting organizational type eligibility; however, vendors must demonstrate diverse vendor certifications if applicable and submit quarterly subcontracting reports detailing diversity supplier participation. All awarded vendors must carry mandatory insurance including workers compensation, commercial general liability of $1,000,000 per occurrence with $3,000,000 aggregate limits, automotive liability, and either medical/professional liability, errors and omissions, or product liability coverage of $1,000,000 per occurrence with $3,000,000 aggregate limits. Vendors must provide the latest State Board of Health plant inspection report and HACCP program documentation, certify they have not been suspended or debarred within the past five years, and establish initial lead times for servicing customers. Products must arrive with at least eight days remaining before expiration and be delivered by 8:30 a.m. to schools unless otherwise arranged. The contract pricing shall remain firm throughout the contract term with F.O.B. destination freight prepaid, though milk pricing may be adjusted monthly based on the Class I bulk milk price announced by the USDA, and other product pricing may be adjusted quarterly based on the Producer Price Index for Farm Products. No specific award values or budget ranges are disclosed in the solicitation documents, and there are no guaranteed minimum contract quantities or values associated with this procurement.
