About this opportunity
The California Department of Public Health (CDPH), through its Women, Infants, and Children (WIC) Division, is soliciting bids for a milk-based infant formula rebate contract via Invitation for Bid (IFB #25-10009). The procurement seeks a manufacturer to provide iron-fortified infant formula in three physical forms: liquid concentrate, powder, and ready-to-feed, to be distributed through WIC authorized vendors statewide. Bidders must supply formula and provide monthly rebates to the state for each container purchased by WIC participants using EBT cards or directly by the state. The contract will be awarded to the responsive and responsible bidder offering the lowest total net cost per month, with a proposed contract term from August 1, 2025, through July 31, 2030. Key procurement dates include February 24, 2025, for question submissions, April 3, 2025, for posting responses, and April 17, 2025, at 2 PM PDT for bid submissions, with bid opening at 3 PM PDT the same day. Evaluation will focus on the contractor's ability to maintain sufficient formula quantities statewide, comply with emergency contingency requirements, and provide competitive rebate structures.
The solicitation includes provisions for small business and Disabled Veteran Business Enterprise (DVBE) preferences, though the Target Area Contract Preference Act (TACPA) does not apply to this opportunity. Current participation data indicates approximately 536 monthly participants receiving concentrate formula and 124,524 receiving powder formula, with estimated monthly volumes of 93 million reconstituted ounces for powdered formula, 370,465 for liquid concentrate, and 4,960 for ready-to-feed formula. The contract requires the selected vendor to submit monthly rebate payments within 30 days of invoice, based on the number of containers redeemed. While no minimum or maximum number of infant participants is guaranteed, the bidder must demonstrate the capability to consistently supply formula across all authorized vendor locations. The solicitation does not specify a precise budget range, but the rebate mechanism and volume suggest a significant potential contract value. Interested manufacturers must provide detailed product information, including UPC codes, unit sizes, reconstituted ounce per unit, and lowest national wholesale pricing for full truckload delivery.
