The scope comprises ten distinct items with National Stock Numbers and manufacturer part numbers: circulating fans (4 units), drain plugs (14 units), handsets (7 units), grounding rods and straps (19 units), antennas (6 units), AC power cables in two lengths (12 units each), DC power cables (12 units), ground straps (16 units), and equipment bags (19 units). All items must be new and conform to applicable Military Standards. Delivery is required to 125 Kansas Road, Limestone, Maine 04750, with all freight and delivery charges included in bid prices.

Awards will be made to the lowest responsible bidder offering best value, with consideration given to quality, conformity to specifications, delivery dates, and overall economy. The State reserves the right to reject any or all quotes, waive formalities and technicalities, accept individual items, and adjust quantities by up to 10 percent. A preference for in-state bidders or those offering Maine-manufactured commodities applies where tie quotes occur.

Prospective contractors must pass screening through the federal Excluded Parties List System (EPLS) and provide debarment certifications under Executive Order 12549 and 29 CFR Part 98, certifying they have not been debarred, suspended, or excluded from federal transactions and meet eligibility and responsibility standards. Complete legal company name, Data Universal Number System (DUNS), and Commercial and Government Entity (CAGE) Code information is required. Vendors may be required to provide samples and certificates of conformance at their own expense. All questions must be submitted through the designated Q&A portal on the Solicitation Details View page; inquiries through other channels are not valid. Quotes must reflect Maine sales tax exemption and state tax exemption.
